한국 환경상품의 무역경쟁력 분석

국문 초록

본 연구에서는 향후 교역규모의 지속적인 증가가 예상되는 환경상품에 대한 한국의 대 선진국 무역경쟁력 현황 및 추세를 살펴보고자 한다. 이를 위해 OECD가 발표한 Core CLEG+ 분류체계 상의 환경상품 통합 목록을 토대로 지난 2002년 이후 20년간의 수출입 통계를 이용하여 EU, 미국, 영국, 일본 등 4개국에 대한 환경상품의 무역경쟁력을 분석하였다. 본 연구에서는 무역구조 및 경쟁력 분석을 위해 시장점유율(MS), 무역특화지수(TSI), 정규화된 비교우위지수(NRCA), 산업내 무역(IIT) 지수 및 수직적 산업내 무역(VIIT) 지수를 종합적으로 활용하였다. 먼저 MS는 분석기간 중 대체로 4개국 모두에서 환경상품 전체의 시장점유율 증가세를 보였으며, TSI는 EU 및 영국에 대해 모두 음(-)의 값을 나타내 경쟁력 확보를 위한 대응이 필요한 것으로 보인다. NRCA 지수는 대부분 품목에서 4개국 대비 비교열위를 나타냈으며, IIT 지수 및 VIIT 지수는 4개국 모두에서 완만한 증가세를 보였다. 이러한 분석결과를 토대로 본 연구는 WTO 협상을 통해 환경상품의 명확한 기준 설정, 환경상품의 비관세조치 완화에 대한 협력, FTA의 기술이전 조항을 활용한 환경기술 개발 등의 시사점을 제시하였다.

영문 초록

Purpose: This study examines the current status and trends of Korea’s trade competitiveness with environmental products in advanced countries. Research design, data, and methodology: Trade competitiveness in environmental products is analyzed for the EU, the United States, the United Kingdom, and Japan, over the past 20 years based on the OECD’s Core CLEG+ classification system. The MS, TSI, NRCA, IIT, and VIIT indexes were used for analysis of trade structure and competitiveness. Results: The MS index showed a general increase in the market share of all environmental products in all four countries during the analysis period, and the TSI index showed negative values for both the EU and the UK. On the other hand, the NRCA index showed comparative inferiority in the four countries for most items, and the IIT and VIIT indexes showed a modest increase in all four countries. Conclusions: It is necessary to establish clear standards for environmental products through WTO negotiations, to make an effort to ease non-tariff measures on environmental products, and to develop environmental technology using the technology transfer provisions of the FTA.
