부산항의 환적경쟁력 결정요인에 관한 연구

국문 초록

본 연구에서는 해운항만의 환경 변화에 따른 환적 결정요인이 부산항 컨테이너 환적물동량에 미치는 요인을 분석하여 환적경쟁력의 확보 전략을 제시하는데 목적이 있다. 대부분의 기존연구가 질적연구방법에 의한 환적경쟁력 요인 분석을 실시한 반면 본 연구는 패널분석을 통한 계량적 방법을 활용하였다. 부산항 환적물동량을 종속변수로 하고 대상항만물동량, 거리, 선박대형화, 얼라이언스영향력, 벙커C유 가격, 운임율, 환적처리비용, 항만네트워크수, 선석생산성, 인센티브 금액을 독립변수로 활용하였다. 실증분석결과 부산항의 환적대상항만 컨테이너 수출입물동량은 부산항 환적물동량 증가에 유의한 결과를 미치는 것으로 분석되었다. 대외적 요인에서는 선박대형화, 얼라이언스영향력이 유의한 것으로 나타났으며 대내적 요인에서는 부산항의 선석생산성, 항만네트워크수가 환적물동량에 정(+)의 영향력이 도출되었다. 반면 환적인센티브는 환적물동량에 부(-)의 영향이 나타났다. 부산항 환적물동량 증대를 위한 전략으로는 첫째, 부산항 환적화물과 연계된 주요 국가 항만의 수출입컨테이너물동량 증가가 부산항 환적물동량 증가에 유의한 영향을 미치고 있어 이들 항만을 대상으로 한 적극적인 항만마케팅 및 정기항로 서비스를 확대해 나가야 할 것이다. 두 번째로 선박대형화 및 글로벌얼라이언스 영향력이 유의한 영향을 미치고 있어 글로벌선사의 초대형선박이 부산항에 지속 기항할 수 있도록 시설개발 등 항만인프라 확대가 요구된다. 세 번째로 선석생산성 향상에 대한 노력도 지속적으로 추진해 나가야 할 것이다. 마지막으로 환적인센티브는 예상과 달리 부산항 환적물동량 증가에 부(-)의 영향을 미치고 있어 환적인센티브 실효성 검증과 더불어 제도 개선 방안이 필요하다.

영문 초록

The purpose of this study is to suggest strategies for strengthening transshipment competitiveness by analyzing the effects of internal and external environmental factors on the container transshipment volume of Busan Port. In order to analyze the factors that affect the cargo volume, which is the transshipment competitiveness of Busan Port, the panel data analysis was conducted by setting the transshipment volume of Busan Port as a dependent variable and internal and external factors of Busan Port s transshipment competitiveness as independent variables during 2001 and 2018. The independent variables are 10 variables: transshipment handling cost, transshipment incentive, number of port networks, berth productivity, vessel enlargement, shipping alliance influence, oil price, freight rate, container import/export volume of target port and geographical distance. It was analyzed that the import and export volume of containers of partner ports had a significant effect on the transshipment volume of Busan Port. The external factors such as mega-trend of vessel and influence of alliance were statistically significant. The internal factor such as berth productivity and port connectivity have a positive impact on the cargo volume of Busan Port. On the other hand, the incentive money for transhipment which used to provide to shipping company from Busan Port Authority until 2017 had a negative impact on the transshipment volume of Busan Port. It was suggested several strategies to attract transshipment container cargo including the expansion of container liner services and progressive marketing strategies, development of port infrastructure, enhancement of berth productivity. Lastly but not least, since transshipment incentives have a negative impact on the transshipment volume of Busan Port, further researches on how to improve the system as well as verify the effectiveness of transshipment incentives should be carried out.
