스마트 항만 구축에 따른 시사점과 정책적 제언에 대한 연구

국문 초록

선박의 대형화, 환경 및 에너지 문제, 효율성과 초연결성 등 다양한 요구사항을 수용할 수 있는 스마트 항만이 전 세계 항만의 표준이 되어가고 있다. 이러한 상황에서 이미 스마트 항만을 추진하고 있거나 시행할 예정인 사례들을 검토하여 현재와 미래에 발생할 수 있는 이슈에 대응이 가능하도록 우리나라의 스마트 항만 구축에 필요한 정책적 제언을 하는 것이 본 논문의 목적이다. 우리나라 스마트 항만 추진과 관련하여 다음과 같이 제언하고자 한다. 첫째, 스마트 항만을 추진하는 배경에 대한 재검토와 함께 다양한 이해관계자들의 참여와 연구가 필요하다. 둘째, 자체적인 기술로 된 스마트 항만 운영 플랫폼과 시스템을 만들되, 구축 후에도 새로운 제도나 인력들의 유입이 원활하게 이루어질 수 있는 시스템과 인적체계를 구축해야 한다. 셋째, 항만산업의 위기의식 고취와 인적구조 변화에 대한 신속한 협의를 통해 스마트 항만 도입이 지연되지 않도록 해야 한다. 넷째, 경제성, 신속성, 정확성, 선박 대형화, 환경, 에너지 등 다양한 이슈에의 대응이 가능한 다목적, 다기능 항만이 되어야 한다. 다섯째, 스마트 항만의 국제표준화에 기민하게 대응할 수 있는 정책적 대응체계를 구축해야 한다. 스마트 항만 구축은 더 이상 미룰 수 없는 시대적 요구사항으로 정부, 산업계, 연구소, 학교 등은 네트워크를 형성해 협력 플랫폼을 구성하고 적극 추진해야 할 때이다.

영문 초록

Purpose : The purpose of this paper is to make policy suggestions for building smart ports in Korea so that they can respond to issues that may arise in the future as well as currently introduced. Research design, data, methodology : This research was set up based on literature review. This was prepared by deriving problems and implications of the current situation through domestic and foreign references, and making policy suggestions for them. Results : Regarding the promotion of smart ports in Korea, I would like to make the following suggestions. First, it is necessary to review the background of promoting smart ports, as well as participate and research by various stakeholders. Second, it is necessary to create a smart port operation platform and system with its own technology, but to establish a system that can smoothly introduce a new one even after construction. Third, it is necessary to ensure that the introduction of smart ports is not delayed through rapid consultations on raising awareness of crisis in the port industry and changing the manpower structure. Fourth, it should be a multi-purpose port that can respond to various issues such as economy, speed, accuracy, ship enlargement, environment, and energy. Fifth, It is necessary to establish a policy system that can respond quickly to the international standardization of smart ports. Conclusions : It’s time to form a cooperative platform and promote the construction of smart ports, government, industry, research institutes and schools together.
