보세창고 자율관리제도 개선에 관한 연구

국문 초록

본 연구는 영업용 보세창고 자율관리제도 개선을 위한 우선순위를 도출한다. 이를 위해 현행 자율관리 보세구역 제도의 운영상의 애로요인을 인천항 소재 영업용 보세창고 운영인과 인터뷰를 통해 파악하였으며, 선행연구와 인터뷰를 바탕으로 최종 3개 대분류 이하 14개 영업용 보세창고 자율관리제도 개선요인을 선정하였다. AHP 기법을 통해 보세창고 운영인의 입장에서 제도 개선 우선순위를 도출하였으며, 자율관리개선요인과 화물관리개선요인이 상대적으로 중요한 것으로 평가되었다. 이는 화주의 보세창고 이용률을 높이기 위해 화물의 단위 면적당 보관 효율성과 보관 기간의 자율적 관리 등의 제도 개선이 우선적으로 필요함을 운영인들은 요구하고 있는 것으로 파악된다. 다만, 본 연구는 보세창고 운영인의 입장만을 고려하였기 때문에 관련 이해당사자(세관, 타물류창고 등)와 갈등의 소지가 있을 수 있으므로 본 연구를 통해 관련 이해관계자들 간 보세창고 자율관리제도 개선을 위한 논의의 시작이 되길 바란다.

영문 초록

Purpose : The purpose of this study is to analyse priorities for improving the self-management system for commercial bonded warehouses. Research design, data, methodology : For this purpose, the operating inefficiencies of the current system were identified through interview with commercial bonded warehouse operators. 14 factors under 3 dimensions were selected and their priorities were evaluated using AHP by taking perspectives from commercial bonded warehouse operators in Incheon Port. Results : Empirical results suggest that 2 dimensions of the ‘self-management system factors’ and ‘cargo management factors’ were evaluated as crucial, which means that the regulations regarding the factors need to be applied flexibly so that more shippers can use commercial bonded warehouses. Conclusions : This study implies that operators ask the authority to have more rights for cargo management flexibility when complying with current surveillance and supervision requirement. However, this study only adopts the stances of the operators, to this end, this should be viewed as the beginning of the discussion on the research outcome.
