중독성 기호식품과 보건의료 간의 관계 연구

국문 초록

담배와 주류로 대표되는 중독성 기호식품에 대한 정부의 정책방향은 가격 및 비가격정책을 통해 수요를 감소시키고 이를 바탕으로 국민건강을 증진시킨다는 것에 방점을 찍고 있다. 이는 중독성 기호식품을 소비하는 과정에서 발생하고 있는 다양한 건강 피해가 의학적으로 상당부분 밝혀져 있기 때문이다. 본 연구에서 중독성 기호식품(담배와 주류)과 보건의료 간의 관계를 밝히고자 한다. AIDS 모형으로 구축된 수요체계를 가계동향조사 마이크로자료를 이용하여 추정한 결과 주류 가격과 보건의료 수요는 보완관계, 담배 가격과 보건의료 수요는 보완관계가 있는 것으로 나타났다. 즉 주류 가격이 10% 증가하면 보건의료 수요가 3.2% 감소하는 보완관계가 나타났고, 담배 가격이 10% 증가하면 보건의료 수요가 0.08% 감소하는 보완관계가 나타났다. 이러한 결과는 2014년 담배가격인상이 실질적으로 보건의료소비를 감소시킬 수 있음을 의미하는 것이라 볼 수 있으며, 담배가격인상정책은 최종적으로 국민건강증진을 위한 정책이라는 기초적인 근거를 제시할 수 있다는 점에서 의미가 있다.

영문 초록

The purposes of this study are to estimate the demand change effect of the addictive favorites (tobacco and alcohol consumption) resulted in their price changes onto the health and medical care expenditure (hereafter, ‘HMCE’), and to find out a plan to make a political use of it. We constructed AIDS (almost ideal demand system) model using Korean urban households expenditure data (2003~2012) and the estimation method is ISUR (iterative seemingly unrelated regression) in this study. The cross price elasticity which is estimated between consumption of tobacco and the HMCE is -0.32, which implies 10% of tobacco price increase will decrease 3.2% of the HMCE. The cross price elasticity which is estimated between alcohol and the HMCE is -0.08, which implies 10% of tobacco price increase will decrease 0.08% of the HMCE. Korea’s tobacco and alcohol demand are negatively responsive to fluctuation in its price, respectively. The HMCE is also negatively related to tobacco and alcohol price fluctuation. These empirical outputs could be utilized as the basis of government’s health policy to control national tobacco and alcohol consumption in the future.
