군 전문학위교육 소요판단에 관한 연구

국문 초록

본 논문에서는 군이 국방정책과 군사혁신을 주도할 전문인력을 육성하기 위한 석사직위를 결정하는 평가기준을 검증하고 적정소요를 판단하였다. 석사학위 교육의 소요를 판단하기 위해, 첫째, 전문인력의 석사직위 평가기준항목에 대한 적절성을 검증하였고, 둘째, 전문인력의 석사직위 소요를 판단하였다. 마지막으로 전문인력의 적정 활용기간을 산출하여 연간 위탁교육 선발규모를 판단해 보았다. 본 연구를 위하여 활용한 방법으로는 기존문헌 연구, 전문가 그룹과 인터뷰 및 설문을 실시하여 평가기준항목을 개발하고, 평가기준항목에 대한 계층적분석기법(AHP)을 통해 가중치를 결정하였다. 또한 리커트 5점 척도로 응답받은 설문을 K-means 군집분석을 통하여 석사직위의 적정 소요를 판단하였다. 그 결과 기존 맞춤형 위탁교육체계의 시행으로 대대급 인원을 보강하는 차원에서 다소 제한해온 전문인력 양성의 폭을 넓히는 것이 타당하다는 결과를 얻었다. 따라서 본 연구는 기존에 객관화되지 못했던 전문학위직위의 판단기준을 정립하고, 적정소요판단 방안을 제시함으로써 중ㆍ장기적으로 전문인력의 인사정책을 세울 수 있는 근거를 마련하였다는데 의의가 있다.

영문 초록

In order to secure military experts in area of military policy-makings and military reforms, this study has reviewed the candidate evaluation process of military-grants for graduate education, and determined the optimal quota of graduate education. To determine the optimal number of the graduate educations, first of all, validity test in the existing criteria for candidate evaluation for military experts has been reviewed. Seconds, the study has measured the optimally required quota of the graduate education in total. Lastly, by estimating the proper tenure of the military experts who benefited from the military-grants program, the annually required number of the students has been concluded. The study has referenced by literature reviews, questionnaire surveys and an interview with expert groups to improve candidate evaluation criteria, and additional analytic hierarchy process (AHP) to measure weight of each criteria. Moreover, through analysis on 5-point Likert scale survey result with K-means clustering analysis, this paper has measured the optimal quota of the military experts.
