초․중등학교 교육과정의 편성과 운영 실태 분석

국문 초록

이 연구는 우리나라 초․중등학교의 ‘학교교육과정 편성․운영’에 관한 실태를 실증적으로 파악하고 개선 방안을 탐색하기 위한 것이다. 이를 위해 전국 21개 초․중등학교의 교사 273명으로부터 얻은 자료와 12명의 연구 부장 교사를 면담한 자료를 분석하였다. 주요 연구결과를 보면 다음과 같다. 첫째, 대부분의 학교에서 학교교육과정 편성․운영 위원회가 형식적으로 운영되 고 있었으며, 학교교육과정의 편성은 연구부장 등의 1인이 주도하는 것으로 나타났 다. 그 수립 시기는 12월부터 3월에 걸쳐 있다. 이 과정에서 교사들의 의견 수렴은 거의 형식적 절차를 거치며, 수렴 결과도 거의 반영되지 않고 있는 실정이다. 둘째, 학교교육과정 편성․운영 계획서 수립 시기가 3월까지 이어지고 있어서 이 문서의 활용 가치가 감소되고 있다. 따라서 그 시기를 1-2월로 앞당길 필요가 있다. 셋째, 대부분의 학교에서 학교교육과정 편성․운영 계획서 작성 시 주로 전년도 계획서 나 타 학교의 계획서를 참고하여 만들고 있다. 교사들의 활용 목적은 학교 일정을 확인하는 것이 주를 이루며, 활용 횟수도 년 3-4회 정도로 활용률이 낮은 것으로 나 타났다. 이상의 내용에 비추어볼 때, 학교교육과정의 편성과 운영에 따른 계획 수립과 실 천이 좀 더 실제적이고, 효과적으로 이루어져야 할 것이다.

영문 초록

This study has been conducted to investigate the status on the school curriculum construction and implementation at the primary and secondary school level, and to explore the tasks for its improvement. Data was obtained from 273 teachers surveys and 12 teacher interviews, and it was analyzed by percentile and F-test. Some of the research findings are as follows: First, most of the school curriculum committees do not operated practically. The bulk of the school curriculums were developed by only one curriculum researcher instead of cooperation with other teachers. Second, most of schools established the school curriculum from December to March every year, and its processes are too formal. Thus, in order to increase the effectiveness of the school curriculum usage, it is necessary to make the curriculum until February. Third, most of all schools collect teachers opinion about the curriculum construction and implementation to set up the school curriculum. However, their results are merely reflected for school curriculum construction. Instead, they refer to the former or other schools curriculums to make the new school curriculum. Fourth, teachers are not using the documents of school curriculum many times. They make use of it three to four times in a year for the sake of checking school schedules. Given those facts, following suggestions might be attempted. The school curriculum committees are necessary to be activated. Also, the school curriculum needs to be constructed by much more teachers than only one curriculum researcher. Furthermore, it is needs to make a best workable school curriculum that coincides with each school circumstances.
