우리나라 청렴도 수준파악에 관한 연구: 국가청렴도 지수(Corruption Perceptions Index)산정에 활용되는 원천 자료상의 설문문항을 중심으로

국문 초록

본 연구는 국제적인 평가지수인 국가청렴도 지수의 원천자료와 한국사회부패를 측정 하는데 실제 사용되는 설문문항의 분석과 함께 평가결과에 대한 실태분석을 실시하였다. 특히 실태분석의 경우에, World Justice Project Rule of Law Index(WJP), Bertelsmann Foundation Sustainable Governance Indicators(BF, SGI), World Economic Forum Executive Opinion Survey(WEF), Bertelsmann Foundation Transformation index(BF, TI)에서 CPI 산정에 활용되는 설문문항을 중심으로 우리나라의 부패수준을 분석해 보았다. 분석결과, 첫째, World Justice Project Rule of Law Index(WJP)는 행정부, 사법부, 경찰 및 군 공직자에 비해 정치인의 공직남용이 심각하다는 점에서 정경유착을 통한 권력형 부패의 높은 가능성을 지적하였다. 둘째, Bertelsmann Foundation Sustainable Governance Indicators(BF, SGI)는 공직자가 사 적 이익을 위해 직위남용을 방지하는 부패예방에 대해 일부 청렴메커니즘이 작동하나 공직자의 직위 남용을 효과적으로 방지 못하는 것으로 평가하였다. 셋째, World Economic Forum Executive Opinion Survey(WEF)는 공적자금 유용이 가장 청렴하다고 평가받는 뉴질랜드에 비해 1.86배나 공적자금유용이 많이 발생하며 뇌물수수의 경우도 1.49배 더 많이 발생하는 것으로 분석하였다. 넷째, Bertelsmann Foundation Transformation index(BF, TI)의 평가에서, 우리나라에서 직위를 남용한 공직자가 기소 되거나 형사처벌 가능성의 정도는 싱가포르, 대만, 우루과이에 비해 부패에 대한 사후 통제수준이 낮게 나타났으며, 정부의 성공적인 부패억제정도 또한 싱가포르과 대만에 비해 낮은 것으로 분석되었다.

영문 초록

The purpose of this research is to provide the analysis of reality about the corruption of Korean society by comparing and analyzing the assessment results with researching the contents of questionnaire item and original reference of international organizations which measure CPI(Corruption Perceptions Index) in Korea. This paper explains the assessment results in terms of the level of Korean corruption provided by World Justice Project Rule of Law Index(WJP), Bertelsmann Foundation Sustainable Governance Indicators(BF, SGI), World Economic Forum Executive Opinion Survey(WEF), and Bertelsmann Foundation Transformation Index(BF, TI). The results of analysis are as follows. First, according to the research of World Justice Project Rule of Law Index(WJP), the abuse of politician power and authority through the cozy relations between politics and business is more serious in comparison with public officials in the executive, judiciary, police, and military. Second, according to the report of Bertelsmann Foundation Sustainable Governance Indicators(BF, SGI), even if the mechanism of integrity is more or less operating to prevent the abuse of power and authority, it is not effective to prevent the abuse of the authority of public officials in Korea. Third, World Economic Forum Executive Opinion Survey(WEF) indicates that Korea is respectively 1.86 and 1.49 times more the abuse of public funds and bribery than New Zealand which is very clean country in the field. Fourth, Bertelsmann Foundation Transformation index(BF, TI) describes that the possibility of criminal punishment and prosecution of public officials who have abused power and authority seems to be low, compared with Singapore, Taiwan, and Uruguay. Also, it is analyzed that the successful measure to prevent corruption is usually low, compared with Singapore and Taiwan.
