정주형 생활유산에서의 지역주민 공정성

국문 초록

본 연구는 정주형 생활유산에서의 지역주민과 관광객간 상호 인식을 중심으로 공정성 문제를 분석하였다. 마을관광에서의 공정성 문제는 지역주민과 관광객의 관계를 동등한 관계로 인식하고 마을에서 발생하는 편익을 공정한 과정과 절차로 분배하는 차원에서 이해하는 것이 중요하다. 이에 본 연구에서는 정주형 생활유산인 양동마을을 대상으로 지역주민과 관광객간 상호 인식을 조사하고 이를 비교하여 지역주민과 관광객의 입장에서 지역주민 공정성 문제를 분석하였다. 분석결과, 지역주민과 관광객의 진술내용에서 관광활동 과정에서의 공정성, 관광편익 분배의 공정성 모두 확보되지 않은 상황이었으며 양동마을 관광이 지니고 있는 지역주민 공정성에 대하여서도 대부분의 지역주민과 관광객이 ‘불공정’한 것으로 인식하고 있었다. 이러한 결과는 지역주민 공정성 제고를 위하여서는 각 마을이 지니고 있는 지역주민의 욕구에 대한 이해, 지역 및 지역주민의 특성에 대한 이해를 토대로 접근해야함에도 불구하고 아직까지 지역에 대한 경제적 혜택 부여를 강조하고, 관광객의 ‘책임’을 강조하는 상황에서 지역주민 공정성 문제가 인식되고 있다는 것을 의미한다. 따라서 지역주민 공정성 제고를 위하여서는 각 마을이 지니고 있는 지역주민의 욕구에 대한 이해, 지역 및 지역주민의 특성에 대한 이해를 토대로 접근해야 한다. 그리고 지역주민을 이해주체로서 인식하고 동등한 거래주체로서 지역주민에 대한 이해가 필요하다. 본 연구는 개념적 차원에서 논의되고 있는 지역주민 공정성에 대하여 양동마을이라는 정주형 생활유산에 적용하여 경험적으로 접근하였으며, 이를 통해 ‘공정’ 개념을 국내 정주형 생활유산을 포함한 마을단위 관광에 적용하였다는데 학문적 의의를 갖는다.

영문 초록

This study examined the fairness issue in the living heritage, the Yangdong village, focusing on the perspectives of the local residents on tourists and the perspective of tourists on the residents. In studying the fairness issue, in an area of the village tourism, it is important for the researchers to be equipped with a fair view on residents and tourists. Also, it is necessary for them to have a viewpoint that the conveniences arising from the village tourism should be equally distributed and shared by residents and tourists. In this sense, this study analyzes the perspectives of residents on tourists and the perspectives of tourists on residents in Yangdong village. Likewise, the research compares the residents’ views with the tourists" views so as to scrutinize the fairness issue based on the different perspectives. According to the statements of the residents and the tourists in Yangdong village, they perceive the tour activities and the distribution of conveniences as unfair. The result reflects the fact that the prevailing living heritage tourism does not fully consider residents" needs, attributes, and characteristics; rather, it has built the notion of fairness by emphasizing the financial benefits from the industry and by imposing a great responsibility on tourists. Therefore, it is inevitable that new approach, taking into account the residents’ needs, desires, attributes, and characteristics, should be embraced. In addition, this study suggests that we need to recognize the residents as participants who will share not only the awareness of the living heritage but the fair trade. This study takes an empirical approach by mainly dealing with "the Yangdong village" where the living heritage has been established. At this point, this study is differentiated from others that only incorporate conceptual and theoretical discussions. In addition, this study is likely to make a great contribution to the field of tourism because it applies the concept of the "fairness" into the village tourism including the living heritage.
