국문 초록

국가수준 학업성취도 평가는 각 단위학교의 학업수준을 국가수준에서 진단하고, 학생수준에 맞는 프로그램을 제공하여, 전반적인 학업성취도 향상을 기대하는 국가수준의 교육정책이다. 본 연구는 교육과정의 일환으로 학교의 학업성취도평가자료 활용에 초점을 맞추어, 각 단위학교 현장에서의 학업성취도 평가자료 활용에 대한 정책분석 연구로서, 관련정책 문건을 분석하고 각 학교 현장에서 적용하고 있는 학업성취도 평가자료 활용실태를 실증적으로 파악하여, 학교의 다양한 평가 자료 활용이 학생의 학업성취도에 미치는 영향을 분석하는데 연구목적이 있다. 이 연구를 통하여 각 단위학교의 학교장은 국가수준의 학업성취도 평가 자료를 효율적으로 활용하지 못하는 것으로 밝혀졌으며, 특히 학교가 보유하고 있는 기초학력미달학생수의 정도에 상관없이, 학교장 개인의 재량에 따라 학업성취도 평가 자료가 활용되고 있음을 지적하였다. 아울러, 최근 들어 학업성취도 평가 자료는 반편성이나 진급 등의 목적이 아닌 보다 수업개선이나 교수학습개발 등의 실재적이고 수업중심적인 방향으로 활용되고 있음을 제시하였다.

영문 초록

The National Assessment of Educational Achievements (NAEA) aims to diagnose student academic achievement in each school and support if any school identifies to struggle with underperformed students for their learning. As national level assessment policy, NAEA purposes to make efforts to lead zero percent of below basic proficiency students. This study focused on the application of the NAEA results for each school and examined how each school used the NAEA results in school practices. Grounded by Stephen Ball s policy concepts, this study conceptualized policy as text and policy as practice to investigate the application of NAEA results in school setting. Applying a policy document analysis and an empirical approach, this study found that each school did not use the NAEA results appropriately; it tends to apply the NAEA results in school instructional settings, depending on principal own judgment regardless of the number of below basic proficiency students. Although various ways to use NAEA results are provided in federal level policy document, the specific application procedure was only limited in providing at province and school districts. This study demonstrated that school changed the application of NAEA results for more oriented to learning-centered strategy (i.e., development of effective teaching and learning) than burden-centered strategy (i.e., replacement testing for advancement) for students. Further, this study emphasized that schools which used the NAEA results in developing teaching and learning tended to decrease the number of below basic proficiency students. This study suggested that the NAEA results should not be used to bring some burden for student or parents; rather, the results may apply to diagnose a student achievement level and support the underperformed students. Federal and province level polices need to provide appropriate and specific strategies on the use of NAEA results for each school practice.
