국문 초록

다수 국가들은 년대 이래로 1960 산업화에 의한 분업과 정치민주화의 이행과정에서 소득증대와 교육수준이 향상되었다. 도시는 기업과 인구의 집중에 따라서 국가경쟁력을 결정하는 요인이 되고 있다. 다수 국가들은 도시의 경쟁력 제고방안으로서 중앙과 지방의 협력과 분권을 제도화하고 있다. 현재 수도권 인구집중을 억제하기 위한 단선적 규제정책은 실효되었고, 반대로 강력한 인구유입의 역효과를 초래하고 말았다. 특히 중앙정부가 행정권한과 재정권한을 지방정부에로 실제로 위임하지 않기 때문에 정당과 정치인 및 행정관료 사이의 예산획득을 위한 담합체제가 전반적으로 확산되어 있다. 광역행정체제는 주민자치와 단체자치 양자를 전제하고, 또 지방행정도 도의 폐지 또는 존치에 따라서 1계층 혹은 2계층에 따른 행정효율성과 민주성을 확보해야 한다. 이는 정부 규모와 행정협력을 위한 행정소통과 분권화를 결정한다. 광역행정권한은 기관위임사무를 폐지하고 법정수탁사무로 전환하고, 지방재정권한은 과세자주권을 전제하여 재정자립도를 제고하여야 한다. 나아가 단선적인 지자체와 정부체제를 복선적 행정구조로 변경하되, 조례에 대한 법적 특성을 부여해야 할 것이다.

영문 초록

Almost states have made an increase of incomes and a level of education through the labor specialization with an industrialization and transition of a political democratization since 1960s. Those urban regions concentrated with many firms and populations have been determinants of a national competition in recent, A lots of states made a cooperation and decentralization between central government and local government as a empowering mechanism of urban competition power institutionalized. In recent the simple regulation policy for prevent from crowding population into metropolitan region was no effect, and resulted in the concentration of population to the contrast. In particular central government did not delegate the administrative and financial powers to the local governments, and so political parties and politicians built the collusion to acquire the budget in conclusively all administration units. A metropolitan administrative system should require both an autonomy of civilian and an autonomy of local group, and a local administration system has to make sure to the an efficency and democracy of administration in according to one level or double level whether there is "province(tho)" or not. This problem will rely upon the communication and decentralization of administrative units so as to get at the the scope of government and cooperation between local and centre.
