장애인 테마형 매입임대주택 사례 연구 : F 사회복지법인의 사례를 중심으로

국문 초록

테마형 매입임대주택은 장애인의 욕구를 반영한 공간 조성과 주거유지 서비스 제공에 유리하므로, 장애인이 지역에서 일상적 삶을 영위하기 위하여 확대될 필요가 있다. 그러나 테마형 매입임대주택은 시범사업 중이므로, 제반환경이 부족하여 향후 사업의 확대 여부를 확신할 수 없는 상황이다. 따라서, 테마형 매입임대주택이 장애영역에서 자리잡기 위해 필요한 환경을 살펴볼 필요가 있다. 이에, 본 연구는 장애영역에서 테마형 매입임대주택을 운영 준비 중인 F사회복지법인을 사례연구방법을 통해 분석하였다. 분석 결과는 3개의 대주제, 6개의 소주제, 18개의 범주로 분류하였고 테마형 매입임대주택 사전 기획, 공간 설계, 공간 운영 준비 과정에서 겪었던 어려움과 이에 필요한 지원 환경들을 살펴보았다. 이를 통해, 설계지침 인센티브 제도 신설, 장애인 주거공간 욕구 방안 마련, 비영리 민간단체가 운영하는 공공임대주택 지원 기관 신설, 테마형 매입임대주택 사업비용 지원, 장애인 주거유지서비스의 법적 지위 획득, 커뮤니티 활성화 방안 매뉴얼 개발 필요성 등의 내용을 제안하였다.

영문 초록

Emerging to compensate for the limitations of the existing public rental housing, Theme-type Purchased Rental Housing (TPRH) is advantageous in creating residential areas considering the spatial needs and housing services of the disabled. TPRH needs to be expanded for the disabled to lead a daily life in the community, and it is necessary to examine the environment needed to secure a place in the welfare for the disabled, which is currently under pilot operation. Accordingly, this study analyzed F Social Welfare Corporation, which is preparing to operate TPRH in the disability sector, through a case study method. The analysis results were classified into three major themes, six sub-themes, and eighteen categories, and the difficulties experienced and the support environments needed during the pre-planning, space design, and space operation preparation of TPRH were identified. Through this, we suggested the content such as the introduction of a design guideline incentive system, the preparation of solutions for the spatial needs of the disabled, the establishment of public rental housing support organizations operated by private non-profit organizations, the support for the business cost of TPRH, the acquisition of legal status for the housing services for the disabled, and the development of a community activation manual.
