국문 초록

연구목적: 본 연구의 목적은 특수교육 발전계획 수립을 위한 특수교육 종사자, 특수교육대상자의 보호자가 인식하는 정책의 중요도를 알아보는 것이다. 연구방법: 특수교육 교직원 200명, 특수교육대상자의 보호자 150명을 대상으로 문헌연구 등을 통해 도출된 총 6개의 영역에 대해 설문 조사를 실시하였으며, 각 영역별 주요 정책과제 4~7개를 제시하여, 가장 중요하다고 인식하는 정책 3가지를 다중 선택할 수 있도록 하였다. 각 설문 문항에 대해 기초 통계량(빈도 및 백분율)을 산출하였다. 연구결과: 통합교육의 질 고도화, 장애정도를 고려한 맞춤 지원 내실화, 특수교육 교원 전문성 제고, 진로와 직업교육 확충, 장애영유아 특수교육 확대/고도화, 미래 역량 함양을 위한 교육과정 안착과 관련된 연구참여자들의 정책의 중요도를 연구 결과로 제시하였다. 논의 및 결론: 본 연구는 특수교육 정책 수립을 위한 특수교육 종사자 및 이용자의 정책 중요도를 조사한 연구라는 점에서 연구의 의의가 있으며 연구 결과를 토대로, 향후 특수교육 발전계획 수립과 관련된 논의점을 제시하였다.

영문 초록

Purpose: The purpose of this study was to identify the importance of policies recognized by special education professionals and guardians of the students with disabilities for establishing the National Special Education Development Plans. Method: A survey was developed from previous research and consisted of a total of six policy areas and four to seven major policy tasks for each policy area. 200 special education professionals and 150 guardians of the students with disabilities were presented for each area to select the three policies that they perceive as the most important. Basic statistics (frequency and percentage) were calculated for each questionnaire. Results: The results presented the importance of participants' policies related to primary special education policies; a) improving the quality of inclusion, b) improving individualized educational supports by individual’s special needs, c) enhancing the professional capabilities of special education teachers, d) expanding/advancing special education for infants with disabilities, and e) cultivating Special Education National Curriculum for future competencies. Conclusion: This study is meaningful in that it investigates the policy importance of the special education service providers and service clients for establishing special education policies. Based on the results of the study, we discussed the future of the National Special Education Development Plans.
