국문 초록

각국은 국제 경쟁력을 높이기 위해 교육의 수월성을 추구하며 교육의 질적 개선을 다지기 위한 방안을 다각적으로 모색하고 있다. 학력을 중요시하는 것은 학교 교육의 역사 속에서 오랜 전통으로 고착되어 왔고, 세계 어느 나라에서건 우선적으로 중요시하는 가치이므로 학력을 높이기 위하여 국가수준, 학교수준, 개인수준에서 온갖 노력을 투입해 왔다. 국가의 생존과 번영이나 발전은 그 구성원이 나타내는 학력의 질과 수준에 의존하기 때문이다.특히 선진 각국들은 기초교육의 강화로서 자국어교육에 각별하게 관심을 가지고 있다. 즉 기초능력 향상을 위하여 국가수준의 평가체제를 구축하고 이를 점검하고 질 향상에 온 힘을 기울이고 있다. 국어교육의 질은 크고 작은 수많은 요인들에 의하여 영향을 받는다. 크게는 사회의 정치문화적 요인의 영향을 받으며, 작게는 학생의 교수학습에 대한 개인적인 동기에 의해서도 영향을 받는다. 국어교육의 질에 영향을 미치는 이러한 수많은 요인들의 중심에 바로 국어과 평가가 있다. 국어과 평가에서 출제하는 내용과 형식을 중심으로 하여 교사들이 가르치고, 학생들은 공부하기 때문에 국어과 평가는 근본적으로 교수학습의 질과 내용, 그리고 교수학습 과정의 성격과 방법의 거의 모든 것을 결정하는 요인이 된다. 그러므로 국어과 평가를 어떻게 하느냐 하는 문제는 평가의 문제 이전에 교수학습의 문제이며 국어교육 전체의 문제와 직결된다. 이러한 점을 인식하여 국어과 평가의 문제점을 살펴보고, 미국과 영국의 평가체제와 OECD/PISA 평가, 그리고 우리나라에서 시행분석되고 있는 국가수준의 평가를 알아보고, 국어과 평가의 본질적 의미를 탐색하여 개선 방향을 기술하였다. 국어과 평가의 방향은 국어교육적 가치 실현을 극대화하기 위한 바탕 위에서 모색하여야 한다. 즉 국어과 평가는 국어 교육의 본연의 의미를 구현해 나가는 방향으로 추진 시행 분석되어야 할 것이다.

영문 초록

Each nation in the world is in search of a variety of ways and means for qualitative improvement and excellence of their educational system, in order to strengthen their educational competitiveness. Advanced nations have begun to pay enormous attention to the education of their own languages to improve the basic competency of their people. In addition, they establish the national assessment systems and exert all possible efforts to enhance the quality of the assessment systems. The quality of Korean language education is affected by numerous factors. Macroscopically, it is influenced by political, cultural factors. Microscopically, it is influenced by students' personal motivation. The assessment of Korean language is in the heart of these factors that have an influence on the quality of Korean language education. The assessment of Korean language education is directly connected not only with its assessment but also with the teaching and learning of the Korean langage and furthermore all aspects of Korean language education. Based on this awareness of Korean language education, we examined the problems of the assessment of Korean language and reviewed the assessment systems of U.S.A., U.K., OECD/PISA(Organization of Economic Cooperation and Development/Programme for International Student Assessment) and also reviewed National Assessment of Educational Achievement and Grade 3 National Diagnostic Assessment of Basic Competency that were administered in the Republic of Korea. After the reviews, we investigated the intrinsic significance of the assessment of Korean language and described the directions for its improvement. The direction of the assessment of the Korean language must be explored towards maximizing the value of Korean language education. In other words, the assessment of Korean language must be carried out towards the course for realizing the essential significance of Korean language education.
