국문 초록

산업전문감사인의 감사보수 할인에 비례하여 감사시간을 감소시키지 못하는 시간당보수 할인 현상은 수익감소를 의미한다. 이 경우 감사 수익 감소를 상쇄하기 위하여 숙련된 감사 인력을 비감사업무에 배정하게 되고 결과적으로 감사업무에는 낮은 단가의 감사인력에 의존을 늘릴 수 있으며, 이는 감사품질 제고를 방해할 우려가 제기된다. 본 연구는 2014년부터 공시된 3개년치 직급별감사시간 자료를 활용하여 산업전문감사인이 직급별감사시간 배분에서 비산업전문감사인과 어떤 차이가 있는지를 살폈다. 연구 결과는 다음과 같다. 첫째, 산업전문감사인은 파트너에게 5% 대의 인력 또는 시간을 배정하고 수습감사인에게는 20% 이상을 배분하고 있어서, 파트너와 수습감사인 모두 10% 중반을 부여하는 비산업전문감사인과 차이를 보였다. 둘째, 수습감사인의 이익의 질 억제 효과는 산업전문감사인과 비산업전문감사인 모두전혀 나타나지 않아, 수습감사인에 대한 의존은 감사품질 제고에 도움이 되지 않음을 확인했다. 셋째, 전체 표본에서 시간당보수는 담당이사시간과 양(＋), 수습감사인시간과는 음(-), 특히 이익조정과도 음(-)의 관계를 보이고 있어서, 시간당보수 할인은 낮은 직급 감사인에 대한 의존 증가와감사품질 하락으로 이어진다는 우려를 확인할 수 있었다. 다만 산업전문감사인의 시간당보수는 이익조정과 오히려 양(＋)의 관계를 맺고 있는데, 이는 지속적인 시간당보수 할인 환경에 처해 있는산업전문감사인은 수습감사인에 대한 의존이 높음에도 불구하고 우려와는 달리 감사품질을 희생하지는 않고 있다는 것으로 해석된다. 본 연구에서 산업전문감사인의 수습감사인에 대한 의존 증가는 감사품질 저하로 이어지지 않았지만, 감사품질 하락 가능성에 대한 우려는 상존하므로 숙련된 인력 위주의 인력 및 시간 투입의 필요성이 제기된다. 그 출발선은 적정보수의 보장이며, 표준임률제, 시간당보수의 공개, 지정감사제 확대, 감사위원회에 감사보수 결정권 부여 등 다양한 제도적 보완책에 대한 논의가 필요할 것으로 본다.

영문 초록

A recent research discovered that the industry specialized auditors’ audit fees were rather discounted and that the audit fee premiums were attributed to more audit hours spent. If industry specialists discount their fees and maintain their hours, their fee-per-hour and profitability will decrease. In this study, we examine how auditors respond to a decline in profitability, and annalize industry specialists for empirical perforce. Based on the audit fee and hours-per-rank disclosures of KOSPI and KOSDAQ companies from 2014 to 2016, our main focus is how industry specialist auditors allocate their audit hours for each rank. Our findings are as follows. First, compared to non-specialists, industry specialists assign more audit hours to junior auditors. Industry specialists allow relatively few hours to quality control department, partners, and registered CPAs (senior auditors), and relatively high for junior auditors and experts. Second, unlike higher rank auditors, junior auditors fail to restrain earnings management for both industry specialists and non-specialists. This finding partially confirms the concern that the reliance on junior auditors may reduce audit quality. Third, the fee-per-hour has a positive (＋) effect to partners hours, negative (-) to the junior hours, and negative (-) to earnings management. We interpret this result as the confirm of the practitioners’ concerns who pointed out that the audit fee discount may deepen the dependence on low-rank auditors and worsen audit quality. However, industry specialized auditors’ fee-per-hour has a marginally significant positive (＋) relationship with the earnings management. We interpreted this as, despite of the high reliance on the junior auditor, the efficiency of industry specialized auditor prevents deterioration of audit quality. However, concerns about the potential audit quality deterioration request more skilled senior auditors and more time commitments by them. We suggest that the starting line to consider is the guarantee of proper audit fees；others include the standard rate system, the disclosure of fee-per-hour, more application of designated auditors, and authorizing audit committee to determine audit fee.
