유니버설디자인 관점에서 본 문화재 안내판 현황분석 연구

국문 초록

국내 유네스코 세계문화 유산은 인류 전체를 위해 보호되어야 할 보편적 가치가 있다고 인정되어 국내외 관심이 높아지며 많은 관람으로 이어졌다. 장애 인구의 가파른 증가, 외국인 여행자와 다문화 가정의 지속적 증가, 급격한 초고령화 사회로의 진입 등 사회의 변화가 빠르게 일어나면서 장애인뿐만 아니라 성별, 나이 등 모든 것에 제약 없는 유니버설디자인(Universal Design) 관점에서의 접근이 매우 중요해졌다. 하여, 기존의 문화재 안내에서 간과된 유니버설디자인 요소를 파악하고 누구나 편하게 이용할 수 있는 문화재 안내판 체계 보완을 목적으로 한다. 본 연구에서는 문화재안내판 가이드라인과 유니버설디자인의 이론적 고찰을 통해 유니버설디자인 평가항목을 도출하여 국내 세계문화유산 가운데 가장 많은 내외국인 관람객을 유치하고 있는 서울과 수원, 경주로 범위를 한정하여 분석하였다. 분석 대상지별 현장조사와 인터뷰인 10인을 대상으로 평가를 진행해 유니버설디자인 관점에서의 문화재안내판 평가표를 도출하였다. 연구결과, 아직 문화재안내판의 유니버설디자인 적용은 수도권 일부에 국한되어있고 전국에 분포해 있는 세계문화유산에서 유니버설디자인 확장적용은 아직 미흡한 실정이다. 유니버설디자인 적용에 대한 사회적 인식 개선이 우선시 되어야 한다. 문화재 공간에서 물리적인 접근에 대한 보행로 개선이 절실하며, 함께 동반되는 안내 체계 보완도 필수적임을 확인할 수 있었다. 또한, 관람 약자를 위해 선택할 수 있는 다양한 안내수단을 체계적으로 개발하여 구비 활용할 수 있도록 하며 표준형 문화재 안내판 가이드라인의 전반적 적용검토도 함께 이루어져야 할 것으로 사료 된다. 이를 통해 문화재를 향유 하는 모든 관람자 누구든 편하게 문화재를 즐길 수 있는 관람 안내 환경이 구축될 수 있기를 기대한다.

영문 초록

The UNESCO World Heritage Sites in Korea are recognized as having universal value to be protected for the whole of humanity which has increased interests at home and aboard leading to many visits. An approach from the perspective of universal design that is accessible to all people regardless of their age or gender or disability has become important due to rapid social changes such as steep growth in the disabled population the continued growth of foreign travelers and multicultural families and the rapid entry into an ultra-aging society. Therefore the purpose of study is to identify the elements of universal design overlooked in the existing cultural property guide and to supplement the information board that anyone can easily use. This study derived universal design evaluation categories through guidelines for the cultural heritage guide and the theoretical review of Universal Design and set the evaluation ranges to Seoul, Suwon and Gyeongju, which attract the most visitors among Korea s world cultural heritages. The evaluation table for information boards from the Universal Design perspective was produced based on an on-site survey and evaluation by ten interviewees. According to the research the application of Universal Design is limited to parts of the metropolitan area and the application of Universal Design is still lacking in world heritage sites across the country. Improving social awareness of the application of universal design should be a priority. It is confirmed that we need to improve the physical access of pedestrian routes in the cultural property space and the supplementation of the accompanying guide system is also essential. It is necessary to develop and utilize various information means that can be chosen by the marginalized and to review the general application of the guideline for standard cultural heritage information boards. Through these improvements, the environment in which diverse populations can comfortably enjoy cultural assets is expected to be built.
