취업적응지원사업에 참여한 결혼이주여성 종사자의 역할학습에 대한 사례연구

국문 초록

2000년대 초기부터 증가해온 다문화 혼인은 매년 2만 건을 상회하여 현재 다문화 가구원 수는100만 명에 달한다. 인구학적 변화는 보다 적극적인 결혼이주여성지원에 대한 필요를 낳았고, 다문화가족정책 기본계획을 통해 결혼이주여성과 그 가족에 대한 지원이 이뤄지고 있다. 이런맥락에서 경제활동 참여의 욕구가 높은 결혼이주여성의 노동시장 통합을 지원하기 위해 다양한취업지원정책이 제공되고 있다. 이에 본 연구는 수도권의 다문화센터에서 결혼이주여성 종사자가 일자리 사업에 참여하여 어떻게 자신의 역할을 형성해나가며 적응해가는지 알아보고자 하였다. 연구수행을 위하여 3개월간 현장연구와 결혼이주여성 종사자를 인터뷰하였으며, 어떻게 무형식 역할학습을 경험해왔는지 탐구하였다. 이를 통해 본 연구는 결혼이주여성의 다양한 센터이용은 단순한 서비스 쇼핑이 아닌 유사경제활동으로 이해할 수 있는 맥락을 확인하였다. 또한, 노동시장은 인적자본을 강조하지만, 결혼이주여성 종사자가 기 보유한 인적자본은 한국인 종사자들로부터 인정받지 못하는 모습이 나타났다. 마지막으로 결혼이주여성 종사자의 역할경험은전달체계가 배태한 불합리로 인한 변칙에 노출되어 역할수행의 과잉을 경험하는 것으로 나타났다. 이상의 발견을 토대로 본 연구는 결혼이주여성 종사자의 노동시장 적응 지원에 관한 학문적·정책적·실천적 함의를 제시하였다

영문 초록

The number of multicultural marriages that have increased since the early 2000s now exceeds 20,000 a year. Currently, the number of members of multicultural familiers amountes to 1 million. This has made it necessary to support married and migrant women on macro level. Government support for married and migrant women and their families is provided through the Multicultural Family Policy Plan. In this context, employment support policies are in place to support the labor market integration of married and migrant women who have a strong desire to participate in economic activities. Against this backdrop, this study conducted three-month field research at the Multicultural Family Support Center in the metropolitan area to understand how married and migrant women explore the labor market and form their roles as employees. With this study, it was confirmed that marriage migrant women’s use of multi-services from various organizations could be regarded in the context of quasi-economic behavior, rather than just simple service use. This study also showed that marriage migrant women’s pre-obtained human capital is not recognized in Korean labor market while human capital discourse dominates labor policy. Lastly, it was reported marriage migrant women experienced additional burden on their performances they are exposed to anomalies caused by the bureaucratic structure of the social service delivery system Based on these findings, this study presented policy and practical implications for supporting marriage migrant women to adapt to the labor market.
