국문 초록

이 연구는 한국의 사회서비스 산업의 이해를 위한 기초연구이다. “사회서비스”는 사회복지 서비스에 대한 수요를 시장중심의 서비스전달체계를 이용하여 충족시키는 체계를 일컫는다. 사회정책이 국가의 정책적 당면과제로서 고용, 소득보장, 저출산 고령화 양성평등과 같은 사회문제의 정책적 대안을 제시하기 위해서는 정확한 자료와 분석이 선행되어야만 한다. 이러한 배경에서 사회서비스의 수요와 공급에 대한 정확한 통계의 생산과 공급은 정책적 주요 목표인 사회서비스의 시장화의 성공요인이다. 하지만 사회 서비스 통계개발과 작성에는 적지 않은 현실적인 제약 및 한계가 존재한다. 이러한 맥락에서 본 연구는 사회서비스의 개념정의와 함께 기존 서비스관련 통계를 이용한 국내 서비스 산업의 성장과 고용 등의 현황을 알아보았고 외국의 사례를 조사하였다. 함의로 기존의 통계작성의 한계로 인하여 새로운 통계 작성과 이를 기반으로 ”한국의 사회서비스 산업의 통계 작성을 위한 방향성을 제시하고자 하였다.

영문 초록

This study explored the needs for the developing statistics for social services of Korea. “Social Serves” is defined as the system that fulfills desires of the people who are in needs for services thorough service delivery system within the market. Upon the fact that social welfare policies must cope with rapid changes due to the transitional stage of the society, it is inevitable that policy makers obtain and analyze empirical data in order to develop policy alternatives for ongoing issues of poverty, unemployment and income security and such emerging social challenges as low fertility, aging, and gender equality. Therefore, the success of the marketization of social services, that is where the market system effective manages social services provision, depends on development of accurate and relevant statistics about supplies and demands of social services. And yet a careful consideration has to be made on behalf of the development of quality data for social service while obstacles and barriers on ambiguity and dispute against conceptulization and operationlization must be overcome. In this context, the study aims to develop conceptual definition of social services, analyze data about growth and employment of social services as industry based on data available in the official statistical system, and similar cases of social services overseas. Recommendations for the development of Statistics for Social services of Korea as a contribution to the understanding of trends in social welfare and services are discussed.
