Historical Development of Economic Relations in East Asia and Importance of Cooperation in Northeast Asia among Japan, Korea and China

영문 초록

In the mid- nineteenth century under the threat by weapons of European Powers and United States, East Asia consisted by Northeast Asia and Southeast Asia was integrated forcibly into the System of World market of Free Trade, which was a global standard at that times. Under that system East Asian countries have developed their economies, and also developed economic relations among countries as well as relations with European countries and US. In that process the World Economic Crisis broke in 1930s and it pushed East Asia to transform its economic structures. Japan had followed to imperialistic ambitious to make an economic integration to place itself in the center, and failed after causing enormous losses and damages of human lives and economies in East Asia and Japan itself. Since the end of the Second World War Japan and East Asian countries have succeeded in making high economic growth called “East Asian Miracle” by World Bank. Foreign trade and foreign investment have played very important roles to develop economies in East Asia except China and socialist countries before opening their economies. However, East Asian countries have not developed economic integration and community building among them to compare with EU and NAFTA. Now, after two economic crises across centuries, the East Asian Currency & Financial Crisis of 1997- 98 and the Global Finance & Economic Crisis of 2008- 09, East Asian countries have realized the crucial importance to develop economic relations among them for further and sustainable development of their economies and have restarted discussion about community building. To develop economic cooperation and integration in Northeast Asia as sub- region of East Asia is dispensable for sustainable development of economic cooperation in whole East Asia. And cooperation among Japan, Korea and China will play definite role in cooperation and community building not only because of their scales of economies but levels of techniques, financial resources, and so on. Last year, in December 2009 three countries made commitment for the first time officially to build an East Asian Community as a long term challenge in the joint statement of summit meeting. From last year to this year China has introduced several new policies to develop international cross border economic cooperation in Northeast Asia. Policies of Japan and Korea toward regional cooperation will be very important to make possible to reform World Economy to overcome current crisis.
