After World War I the sense of European identification, which means a common feeling wishing for European integration, resulted from “the decline of Europe”. A wide variety of the Europeanism and the European movements arose for preventing the decline. One of the most influential ideas of European integration was the Pan-Europeanism of Richard Nikolaus Eijiro Coudenhove-Kalergi (1894-1972). He put forward this idea of integration for the first time in German newspapers in 1922. His first book, titled Pan-Europe in German, was published in 1923, and met with a favorable public response. Coudenhove-Kalergi s Pan-Europe movement held its first Congress in Vienna in 1926. In 1927, the book was translated into Japanese by Nagatomi Morinosuke (later Kajima Morinosuke), who was a diplomat in Europe at that time and became president of the Kajima Construction Corporation and a Diet member. Before and during World War II, ideas of Japanese Asianism――the ideas that Asia should integrate against the West――developed paralleling among intellectuals in Japan. Kada Tetsuji (1895-1964), who was a professor at the Keio University, published the book The Theory of an East Asiatic Unity in 1939. He had authored William Morris in 1924, one of the oldest books on Morris in Japan. William Morris was a designer, poet, novelist, social thinker and socialist in Britain in the 19th century. Although Kada was not a Marxian economist, he was also a translator of Friedrich Engels’ “The Housing Question”. Kada criticized Coudenhove-Kalergi s idea of Pan-Europe in his book. His position on Asianism in history is interesting, though the idea of establishing a cooperative community within East Asia has had a long history. This paper is intended as an investigation of these ideas of integration both in Europe and Asia, looking back on the early 20th Century. I think that these ideas of integration will be suggestive for considering the debates on East Asian community nowadays.
