The study on state of Korean Free Economic Zone(FEZs) and its future tasks

영문 초록

After financial crisis, our country has developed Business-focused strategy in Northeast Asia“ which was expanded to Business-center strategy in Northeast Asia. Therefore, in Dec 2002, A law regarding specification and operation of Free Economic Zone was enacted as an efficient method, and it is in force since July, 2003. In 2003, Free Economic Zone was additionally specified to Incheon, Busan-Jinhae, Gwangyang Bay Area, Daegu/Gyeongbuk, Yellow Sea, and Saemangeum/Gunsan. The purpose of specification of Free Economic Zone is to establish advanced manufacturing, R&D and financial center based on its logistic function, and to construct Business hub for Northeast Asia and the business itself based on knowledge and creativity for foreign investment. However, although governments, local communities, and each Free Economic Zone Authority are trying to find method for foreign investment, and maintenance of system, construction of proper environment, operation strategy to make it happen in the middle of the world economy crisis, their performance is poor. Also, our Free Economic Zones are distributed in local communities with duplication of key functions thus, it is being expected that duplicated investment and excessive competition rather than increase of efficiency will be resulted. Accurate analysis on the competion of Free Economic Zones, deregulation and improvement of problems for increase of efficiency are importantly needed for future development and establishment of strategy of Free Economic zones. In addition, in order to increase and seize activation and competitiveness, distinguished function, establishment of infrastructure, added-value, incentive and etc are needed to have upgraded system and policy for foreign investment. This study will compare the examples of Free Economic Zones in developed countries, focusing on our state of FEZs, and it will analyze deregulation for development of FEZs for increase of efficiency, and other future tasks.
