金融危机背景下中日韩自由贸易区建立的实践探讨与面临的新挑战

국문 초록

所谓自由贸易区, 是指两个或两个以上的经济体, 依据谈判达成协议而建立起来的相互之间取消贸易壁垒的经济一体化组织形态。其基本特点是, 贸易壁垒只在成员国之间取消, 非成员国不能享受同等待遇, 从而形成了自由贸易区下的对内自由、对外保护的差别。中日韩自贸区是一个由人口超过15 亿的大市场构成的三国(中国、日本、韩国)自由贸易区。自由贸易区内关税和其他贸易限制将被取消, 商品等物资流动更加顺畅, 区内厂商往往可以降低生产成本, 获得更大市场和收益, 消费者则可获得价格更低的商品, 各成员经济体的整体经济福利都会有所增加。 在2006 年10 月, 第五届“中日韩商务论坛”三国与会代表签署共同声明, 表示将尽早建立中日韩自由贸易区, 促进三国经济协同发展。2010 年5 月29 日, 中日韩三国领导人会议通过了《2020 中日韩合作展望》, 提出将于2011 年在韩国建立三国合作秘书处, 就信息共享、减灾、加强安全等问题展开合作, 同时也承诺在2012 年前完成中日韩自由贸易区的研究, 争取早日完成三国间自由贸易区的谈判和建设, 方便东亚地区经贸往来。 本文深入探讨了中日韩自由贸易区建立的背景以及建立过程中取得的成绩和存在的问题。通过对建立贸易区问题的提出, 建立的基础以及对建立后的情况具体深入分析后, 又进一步对金融危机下中日韩各国的经济形势做了深入的研究和具体的分析, 分析出了中日韩自由贸易区的广阔前景, 中日韩自由贸易区必将为亚洲乃至世界经济的稳定和发展做出积极的贡献。最后, 文章对中日韩自由贸易区面对的难题和挑战进行了总体的分析, 并提出了积极的解决方案。

영문 초록

Based on negotiations and mutual agreement, two or more economic entities lift trade barriers against each other, which lead to an integrated economic form of organization, called free trade area. Its main characteristic is that trade barriers will only be removed among member states, but they will still be imposed on nonmember states, so trade is free within the free trade area and is protected from economic entities outside of it. China-Japan-Korea free trade area is a free in three countries which consists of a huge market over 1.5 billion population. If tariff and other trade limitations are eliminated, flow of goods will grow markedly, cost will reduce, more income will be gained, consumers will have cheaper goods, and every member state will witness increase in economic welfare. In October 2006, delegates of the fifth China-Japan-Korea Business Forum signing mutual statements providing China-Japan-Korea free trade area will be constructed soon to boost economy of these three countries. On 29th, May, 2010, leaders from three countries adopted “prospect of 2020 China-Japan-Korea cooperation”, indicating that mutual Secretariat will be founded in 2011 to enhance cooperation in information collection, disaster alleviation, security maintaining. Furthermore, related study is promised to be finished before 2012. Meanwhile, free trade area negotiation is to be accelerated to bring in convenient trade environment sooner. This paper discusses background of China-Japan-Korea free trade area, and achievements, problems brought in by its construction. After introducing in the free trade area problem, its foundation and analysis of possible results, deeper discussion is studied concerning the promising future of China-Japan-Korea free trade area and how it will contribute to stabilization and development of Asia, even extending to world economy. At last, difficulties and challenges are analyzed with active solution pattern.
