한국 대일 수입업체들의 글로벌 소싱 전략에 대한 고찰

국문 초록

오늘날 기업들은 해외 어느 지역에서, 어떤 원자재 및 중간재를 어느 정도의 비중으로 조달할 것인가? 또한 리스크 관리 차원에서 조달 지역을 어떻게 균형적으로 관리할 것인가? 즉 효율적인 글로벌 소싱 전략(Global Sourcing Strategy) 에 대한 필요성이 높아진다. 특히 작년 한국 수입업체들은 동일본 대지진으로 예기치 못한 대규모 소싱 차질을 경험한 바, 효율적인 글로벌 소싱전략은 매우 중요한 과제라고 할 수 있다. 게다가 작년과 올해 각각 발효된 한-미 FTA, 한-EU FTA로 인해 동 지역 제품의 수입관세가 인하 및 철폐됨에 따라 기존 대일 수입에 의존했던 한국 수입업체들의 소싱 전략에도 큰 변화가 생길 것으로 예상된다. 동 연구에서 한국의 대일 수입업체 소싱 실태를 조사한 바, 다음의 3가지 시사점을 얻었다. 첫째 Kraljic(1983)의 선행연구를 참고하면 지금까지 다수의 대일 수입업체들은 대일 수입 소싱을 “단순 구매”차원에서 진행해왔으나, 금번 지진을 계기로 “단순 구매”가 아니라 적극적인 “공급 관리”차원으로 이행할 것으로 예상된다. 둘째, 향후 한국의 대일 수입은 더욱 둔화될 가능성이 있다. 한국 수입 시장에서 중국 제품은 기술경쟁력을 강화하는 한편, 미국과 EU 제품의 경우 FTA로 인해 가격경쟁력이 강화될 것으로 예상된다. 결과적으로 일본제품의 경쟁력은 축소될 가능성이 있고, 나아가 한국의 대일 역조도 개선될 가능성이 있다. 셋째, 이러한 연구 결과에도 불구, 기업 입장에서 보면 소싱 지역을 변경하는 것은 쉽지 않는 과제이다. 현실적 대안으로 기존의 일본 기업에게 한-미, 한-EU FTA로 인한 관세 절감 부분 만큼 판매단가 인하를 요구하거나, 일본 기업의 미국 및 유럽 현지 공장으로 조달처를 변경하는 것도 방법이 될 수 있다. 동시에 장기적 관점에서 미국, EU 기업과의 비즈니스 확대에 대비해야 할 것이다. 부품의 공동 설계 및 전문기술인력의 교류, 완제품의 공동 판매 전략 등 다양한 분야에서 협력 가능한 부분을 따져봐야 한다.

영문 초록

In which areas of overseas, what raw materials and intermediate goods and in which proportion can today’s companies procure? Also, in terms of risk management, how will they manage supply areas in a balanced manner? That is, the need for the efficient Global Sourcing Strategy is increasing. In particular, Korean importers experienced unexpected large scale sourcing setback last year due to the great earthquake in East Japan and therefore, the efficient global sourcing strategy can be said to be a very important task. In addition, as the import duties for the products of the area are reduced or removed due to Korea-U.S FTA, Korea-EU FTA that took effect last year and this year, respectively, the sourcing strategy of Korean importers which were dependent on imports from Japan is also expected to be changed greatly. This study examined the sourcing status of Korean imports from Japan and obtained the following three implications. First, if referring to the previous studies of Kraljic(1983), many importers from Japan have progressed import sourcing from Japan in terms of “Purchasing” until now but with this earthquake as a momentum, they are expected to progress it in terms of active “Supply management” rather than “Purchasing”. Second, Korean import from Japan in the future is more likely to slow down. While Chinese products enhance the technology competitiveness in the Korean import market, in case of U.S. and EU products, price competitiveness is expected to be strengthened due to FTA. As a result, the competitiveness of Japanese products is likely to be reduced and furthermore, an adverse balance of Korea toward Japan is likely to be improved. Third, despite these findings, it is not easy for a company to change a sourcing area. As realistic alternatives, requiring the reduction of selling unit price as much as duties reduced due to Korea-U.S, Korea-EU FTA to the existing Japanese companies or changing the procurement place into local plants in the U.S. and Europe of Japanese companies can be ways. At the same time, the business expansion with U.S., EU companies should be prepared in the long term. In various fields such as joint design of parts and exchange of professional and technical personnel, joint selling strategy of finished products etc., the parts that can be cooperated should be weighed.
