국문 초록

중국경제는 개혁개방을 통해 경제규모와 국민소득에서 큰 폭의 성장을 가져왔다. 그러나 양적 성장에 치우친 지난 경제성장 모델은 질적 성장을 요구하는 새로운 경제성장 방식의 전환을 요구하게 되었다. 본 논문은 과거 중국경제성장 패턴의 단점과 경제발전 방식의 전환 요인을 분석한다. 성장패턴의 전환을 가속화하기 위해서는 종래의 성장 단점과 한계를 극복할 수밖에 없다. 여기에는 기술혁신과 創新型 국가건설이 키포인트가 된다. 중국 경제발전방식 전환의 핵심은 요소주도형 성장과 자본투자주도형 성장패턴에서 벗어난 효율지향형 성장에 있다. 이를 위해 정부는 기업의 기술혁신 노력에 지원을 해야 한다. 동부 연해지역은 효율적인 생산요소 할당과 R&D 투자의 확대, 그리고 산업집적화의 최적화를 통해 경제 질적 성장의 모델을 보여주고 있다. 12ㆍ5규획은 기술진보와 과기혁신을 바탕으로 한 경제 구조의 전략적 조정을 담고 있다. 경제발전 전환의 핵심은 총요소생산성(TFP)의 증가에 역점을 둔경제구조의 전환에 있다. 경제성장 모델은 투자와 수출 중심에서 소비가 받쳐주는 내수와 수출의 균형을 찾고 있다. 중국은 향후 지속가능한 발전을 위해 체제개혁과 경제구조 전환을 심화시켜나가고 인적자본 축적과 기술혁신을 추구할 것으로 본다.

영문 초록

The paper analyzes the weakness of China’s traditional pattern of growth and the causes of China’s transformation in the pattern of economic development. The paper suggests that accelerating transformation in the pattern of growth is the only way for China to get out of the disadvantage of China’s traditional pattern of growth, while the key is innovation. The core for transforming the pattern of economic development is to get rid of the natural-resources-oriented and capital-investment-oriented traditional pattern of economic growth， but is to persue the efficiency-oriented pattern of growth. To promote innovation， the government should give full play to the role of enterprise in technological innovation. The eastern areas show that the transformation model of quality growth pattern and the optimization of industrial cluster structure can be attributed to reform of product factors allocation structure. The 12ㆍ5 economic plan shows that the essence of economic growth in China is in the successful transformation of dualistic economic structure and economic growth will be driven by the improvement of TFP. The economic growth model driven mainly by investment and export has been changing into a growth model driven by consumption, investment and export. In the future, China should deepen system reform, economic structure transformation for sustainable development and will speed up the human capital accumulation and technological innovation.
