국문 초록

본 연구의 목적은 중국 30개 성을 대상으로 오염물의 고려와 환경규제의 적용에 따른 에너지 효율성 지수를 측정하고 오염물과 환경규제가 에너지 효율에 미치는 영향을 살펴보는 것이다. 분석결과, 중국 동부지역의 에너지 효율성이 중ㆍ서부지역에 비해 높았으며, 표본기간 전체에 걸쳐 이러한 경향은 뚜렷하게 나타난다. 또한 오염물 데이터를 활용하지 않을 경우에 나타날 수 있는 추정편의를 확인할 수 있었으며, 이러한 경향은 에너지-오염 집약적인 산업구조를 이루는 지역에서 더욱 명확하게 확인할 수 있었다. 나아가 경제수준이 높은 동부지역이 중ㆍ서부지역에 비해 규제영향지수가 낮게 계측되었다. 이는 경제적 성과가 높은 지역일수록 정부의 환경정책에 보다 신축적이고 빠르게 대응하는 것을 의미한다.

영문 초록

The purpose of this research is to estimate the energy efficiency index of 30 Chinese provinces and to figure out the effect of pollutant and environmental regulation on energy efficiency index. According to empirical results calculated using directional distance function, provinces located around eastern area of China take relatively high energy efficiency scores than those located around central and western area. And also we found that energy efficiency estimates are biased if only good output is considered without involving bad output data which means the possibility occurring measurement errors. To capture a attention to environmental regulation related to its disposability assumptions this paper tried to estimate the effect of environmental regulation on efficiency scores. In the results, we found that environmental regulation has a reinforcing effect on energy use efficiency. Particularly, regulatory impact index due to environmental regulation varies across regions. While eastern provinces achieved low regulatory impact index, central and western provinces were found with high regulatory impact index.
