국문 초록

동북아 3국 한중일은 세계 석유소비의 30% 이상을 차지하는 데 비해 대부분을 수입에 의존하고 있으며 중동 의존도가 심각하다. 따라서 석유확보의 다각화를 통한 안정적 공급확보가 필요하며 최적의 대상으로 러시아 및 중앙아시아를 바라보고 있다. 러시아 동시베리아와 극동지역, 중앙아시아 특히 카자흐스탄은 동북아 투자의 핵심지이며 지리적으로도 큰 이점을 지닌다. 잠재된 원유량과 개발가능성이 뛰어나 현재진행중인 개발과 협력뿐만 아니라 향후에도 지속적인 공급확보를 위한 개발 및 투자가 가능할 것으로 보인다. 따라서 중동에 편중되어 있던 석유의존도가 러시아 및 중앙아시아 지역으로 다각화되고 분배됨으로써 향후 동북아 석유수급의 흐름이 크게 변화될 수 있으며, 러시아 및 중앙아시아 입장에서도 석유개발과 수출다변화라는 긍정적인 결과를 얻을 수 있을 것이다.

영문 초록

Northeast Asian countries such as China, Japan and Korea, are heavily dependent on overseas’ imported oil which accounts for more than 30 percent of the World oil consumption. Given their dependency on importing oil from the Middle East Asian region which is politically very unstable situation, Northeast Asia countries are keen to diversify their sourcing of oil away from these. In this respect Russia and Central Asia offer alternative regions to augment countries in the Middle East Asia region. In particular East Siberia and the Russian Far East as well as Kazakhstan are potential new areas of sourcing oil imports given that they are geographically located close to Northeast Asia and offer advantageous transport costs. However, these regions despite their great potential oil reserves are relatively underdeveloped in oil extraction and development and so Northeast Asian countries are actively investing in oil development in these regions to become alternative sources of crude oil. This paper investigates the potential role of Russia and Central Asia to provide crude oil to Northeast Asian countries.
