한ㆍ중 FTA 체결이 국내 철강 및 연관산업에 미치는 영향에 대한 분석

국문 초록

본 연구에서는 한ㆍ중 FTA가 체결될 경우 철강 및 관련 산업부문에 미치게 될 영향을 GTAP모형에 바탕을 둔 시뮬레이션을 이용하여 분석하였다. 결과를 보면, 첫째, 한ㆍ중 FTA가 체결될 경우 한국의 무역수지는 중국의 수입관세 인하 폭이 클수록, 한ㆍ미, 한ㆍEU FTA 선행 발효를 가정할수록 무역수지 개선효과가 상대적으로 더 커지는 것으로 나타났다. 반면 한국의 관세 인하 폭이 큰 산업의 경우에는 무역수지 적자가 확대되는 것으로 나타났다. 둘째, 한ㆍ중 FTA 체결로 한국과 중국의 GDP는 실질적으로 증가하는 것으로 나타났다. 셋째, 한국의 철강 및 연관산업의 수출입에 미치는 영향은 산업별로 중국과 한국의 수입 관세율에 따라 다른 결과가 나타났다. 넷째, 철강산업의 수출입 및 생산에 미치는 영향은 시나리오별로 모두 긍정적인 효과가 있는 것으로 나타났다. 이는 철강의 주된 수요산업인 자동차, 전기기계 등의 수출증가율이 수입증가율을 상회하면서 국내 생산활동이 증가하고, 철강산업에 생산유발 효과를 미치기 때문으로 판단된다.

영문 초록

The purpose of this study is to examine the effects of FTA between Korea and China on the steel and its related industries in Korea, with and without considering the effects of prior FTAs such as Korea-EU FTA and Korea-US FTA. Employing a computable general equilibrium (CGE) model with GTAP Data Base, the effects of Korea-China FTA are estimated along with its effects on the US, Japan, EU and ASEAN which are important trading partners or markets by Korea and China. The results are summarized as follows. First, Korea has larger improving effects on trade balance than China does, although the industries with relatively large tariff cut in Korea face trade deficit. Second, under the FTA, the real GDP of both Korea and China will increase, with Korea’s 0.14% increase and China’s 0.04% increase at the highest estimate. Effects on the other countries including US and Japan are estimated to be negligible. Third, shape of changes in the trade structure of the steel and related industries between Korea and China differs industry by industry. In specific, Korea’s trade balance improves in the industries in which China currently has relatively higher import tariff, and vice versa. Fourth, in every scenarios, the amounts of trade and production of steel industry are turned to increase. This is maybe because of net-export growth in the industries in Korea that demand steel as an important input, such as automobile and electric machinery industries.
