공공외교 목표와 추진방향의 개념적 재모색

국문 초록

본고의 주제는 공공외교(public diplomacy)다. 최근 공공외교의 외연적 확장 속에서 한국의 공공외교는 “투입 자원에 부합하는 효과를 거두고 있는가?”, “오늘의 한국 공공외교 추진 목표는 적절한가?”, “공공외교를 통해 우리가 얻고자 하는 것은 무엇인가?”와 같은 문제의식 아래, 본고는 국제정치이론 정향중 고전적 현실주의(classical realism)의 권력 및 국가이익 시각에서 공공외교 목표와 추진방향을 개념적으로 재모색하였다. 우리정부가 가정하는 공공외교 추진 배경을 국제정치학적 용어로 재서술해 보면, 첫째, 공공외교는 국제정치가 구조 변수로만 결정되지 않는다는 시각에 기초한다. 둘째, 연성권력(soft power) 등 관념적 요소를 권력 원천으로 주목하고 있다. 이러한 시각은 국제관계학 고전적 현실주의 세계관과 부합하는 측면이 있다. 고전적 현실주의 시각에서 권력으로 정의된 국가이익의 최소한은 국가의 생존이다. 이 점에서, 현실주의 시각에서 재모색한 공공외교의 목표는 물리력을 포함, 심리와 정체성에 영향을 줄 수 있는 요소까지 포함하는 다양한 권력 원천을 동원해 타국과 타국 국민들에 대한 통제력을 증진시켜 우리의 국가이익을 증진하는 데 있다. 이러한 목표를 달성하기 위해 공공외교는 경성권력(hard power), 연성(soft power) 및 심리와 감정의 요소를 포괄하는 감정권력(heart power) 차원에서 한국의 국력 증진에 기여하는 방향으로 추진될 필요가 있다.

영문 초록

The main topic of this article is public diplomacy. This article begins its research through posing questions such as “Does the Korean government exercise its public diplomacy in an effective manner?”, “Is the goal of public diplomacy properly set?” and “What does the Korean government want to achieve through public diplomacy?” This article tries to conceptually review and reset the goals of public diplomacy and the manners how it is exercised from the perspective of ‘classical realism’ with a focus on ‘power’ in international relations. Public diplomacy assumes that firstly, international politics is not solely decided by structural factors. Secondly, public diplomacy considers ideational factor such as soft power as the source of power in international politics. These assumptions respond to the viewpoints of classical realism. The minimum of national interest is survival in the world of classical realism of international relations theory. Accordingly, the goal of public diplomacy reset by the classical realism should also focus on strengthening the conditions for survival of a state through mobilizing a variety of power sources. To achieve this goal, public diplomacy needs to contribute to the improvement of one state’s hard, soft and heart power.
