국문 초록

본 연구는 우리나라 보육정책의 변화과정을 살펴보고 정책적 시사점을 제시하는 데 목적이 있다. 연구 방법은 질적 연구이고, 연구 범위는 의존적 보육시기(1921년)에서부터 독자적이고 혁신적인 보육정책(2020년)까지로 한정하였다. 이를 위한 분석 기준은 크게 태동기, 확장기, 성장기, 변혁기로 하였다. 첫째, 태동기(1921∼1960)는 선진국의 원조로 아동에 대한 빈민구제사업을 한 시기이다. 둘째, 확장기(1961∼1989년)는 1961년 우리나라가 독자적으로 아동복리법을 제정·공포하고 본격적으로 보육시설 등에 대한 구체적인 대안을 마련한 시기이다. 이 시기는 ‘60∼70년대 급격한 산업화·도시화 과정을 거치면서 여성의 일자리 증가와 함께 보육에 대한 사회적 수요가 많이 증가하였다. 셋째, 성장기(1990∼2012)는 보육에 관한 구체적인 법률이 갖춰지고 무상교육이 도입되기 시작하였다. 이 시기에는 독자적인 보육 관련 법이 제정되고, 보육 조직과 예산이 확보되어 보다 효율적인 보육서비스가 제공되었다. 넷째, 변혁기(2013∼현재)는 보육서비스에 대한 품질 개선과 공공성 책임이 강조되면서 정부가 보육을 책임지는 형태로 바뀌게 되었다. 이러한 내용을 토대로 향후 보육정책의 방향은 아동과 여성 그리고 국가라는 세 가지 맥락에서 숙의가 이루어져야 한다.

영문 초록

The purpose of this study is to analyze the development process from the beginning of the daycare policy in Korea to the present and to suggest policy implications. The analysis criteria for this were largely as early as the beginning, extension, growth, and transformation. First, the period of the early stage (1921-1960) was the period of the implementation of the slum relief project for children with the aid of developed countries from 1921. Second, the period of expansion (1961-1989) was the period when Korea independently enacted and promulgated the Child Welfare Act in 1961 and prepared concrete alternatives to daycare facilities in earnest. This period, as women s jobs increased and social demand for daycare increased significantly through the process of rapid industrialization and urbanization in the 1960s and 1970s. Third, in the growing period (1990~2012), specific laws on daycare were prepared and free education began to be introduced. In this period, the sole law related to daycare at the national level was enacted, and the organization and budget were prepared, and quality services for daycare were provided. Fourth, the transformation period (2013~present) changed into the form where the government is responsible for daycare as the quality improvement and public responsibility for daycare services are emphasized. This study selected the scope of the study from dependent daycare policy to independent and innovative daycare policy (March 2020) and conducted qualitative research. This study is expected to contribute to the efficiency of human resources in the country through the improvement of happiness rights of children, the status of women, and reproduction in the future.
