국문 초록

2001년 9월 11일 발생한「미국의 동시다발 테러사건」이후 테러 수단이 다양화되고 무차별적으로 진행되어 과거에 비해 피해가 극대화 되고 있다. 2019년 국제테러는 1,614건으로 2018년(2,079건) 대비 감소하였으나, 사망자 수가 증가(‘18년, 7,916명 → ’19년 8,025명) 하였는데, 이는 최근 테러리즘의 양상을 설명하는 중요한 지표 외교부(www.mofa.go.kr), 글로벌 안보협력“ (검색일: 2020. 3. 11.) 일 것이다. 작년 국내에 직접적인 테러는 발생하지 않았지만, 외국국적의 불법체류자와 국제결혼의 증가로 사회적·문화적 불안요인이 도출되는 실정이고, 군 내부에서도 병사의 ISIS 가입시도가 적발되는 등 자생테러 발생 가능성이 현실화 되고 있다. 이에 대응하여 우리나라는 2016년 3월 ‘테러방지법’을 제정하여 시행중에 있으나, ‘국민의 인권 문제’와 ‘대규모 테러리즘에 대한 즉시적 군 투입 시기’ 등 일부 모호한 부분은 제고되어야 할 사안이다. 본 논문에서는 다양한 선행 논문과 문헌연구 자료를 기초로 하여, 진보하고 있는 국제 테러리즘에 대한 군의 문제점과 대응방안을 제시하였다.

영문 초록

Since the simultaneous terrorist attacks in the United States on September 11, 2001, terrorist measures have been diversified and indiscriminately carried out, maximizing the damage compared to the past. International terrorism in 2019 was 1,614 cases, down from 2,079 cases in 2018, but the death toll rose ( 18 years, 7,916 www.mofa.go.kr 8,025 in 2019 ), an important indicator that explains the recent pattern of terrorism: Foreign Ministry (www.mofa.go.kr), Global Security Cooperation (search date: 2020. 3 11). It would be true that there was no direct terrorist attack in Korea last year, but the possibility of a self-sustaining terrorist attack is becoming a reality, with social and cultural factors being derived due to the increase in international marriages with illegal aliens from foreign countries, and attempts by soldiers to join ISIS have been detected within the military. In response, Korea enacted the Anti-Terrorism Act in March 2016 and is implementing it, but some ambiguities such as the people s human rights issue and the timing of the immediate military deployment to large-scale terrorism should be raised.Based on various preceding papers and literature research materials, this paper presents the military s problems and countermeasures against advancing international terrorism.
