국문 초록

본 연구는 미래감염병 대 유행시 위험성에 대한 예방적 관리체계를 정립하고 그 대안을 찾아 보건의료정책의 대안을 제시하는데 연구의 목적이 있다. 연구의 방법으로는 비상대응인력에 대한 세부적인 계획을 제시하기 위하여 질병관리본부와 국내 검역소의 운영현황분석과 유사사례에 대한 분석을 중심으로 작성되었다. 연구의 결과 선진사례에서 알 수 있듯이 해외 신종감염병의 유입 및 억제를 위해서는 질병관리본부와 같은 전문성을 가진 공적기관의 역할이 매우 중요하다. 따라서 질병관리본부의 역할에 따른 책임과 권한을 분명하게 설정하고, 해외 미래감염병에 대한 전략 로드맵을 구축하는 것이 필요하다. 이 연구에서 제언한 바와 같이 실제적으로 이행하게 된다면은 효과적인 보건의료정책의 정립함에 기여할 수 있으며, 미래감염병의 발생에 대해 위험정보의 정확하고 신속한 전달로 인해 주민의 생명과 소중한 재산을 보호할 수 있을 것으로 본다.

영문 초록

The purpose of this study is to establish a preventive management system for the risks of future infectious diseases versus epidemics, to find alternatives and to suggest alternatives to health care policies. As a method of research, to present a detailed plan for emergency response personnel, it was developed mainly on the analysis of the operational status and similar cases of the Korea Centers for Disease Control and Prevention and Quarantine. As the result of the study shows, in the advanced case, the role of a public institution with expertise such as the Center for Disease Control is very important for the introduction and suppression of new infectious diseases abroad. Therefore, it is necessary to clearly set the responsibilities and authority according to the role of the Center for Disease Control and to establish a strategic roadmap for future infectious diseases abroad. As suggested in this study, if implemented practically, it can contribute to the establishment of effective health care policies, and protect the lives and valuable property of residents through accurate and prompt transmission of risk information about the occurrence of future infectious diseases.
