국문 초록

한국은 급격한 인구구조의 변화로 인한 학령인구의 감소와 더불어 대학정원의 대비하여 신입생 부족 현상을 극복하고자 부단한 노력을 하고 있다. 교육부는 대학구조개혁의 추진주체가 되어서 대학의 경쟁력이 현저히 떨어지는 대학들에게 강도가 높은 구조개혁을 통해 경영개선을 유도하고, 대학의 전반적인 교육수준을 향상시킬 제도적 기반을 모색하고 있다. 이러한 점에서 본 연구는 이명박 정부에서 시행한 2011년도 대학구조평가와 대학기본역량진단의 대학구조조정 정책의 현황과 목표를 정리하고 IAD 모형을 이용하여 현재 상황을 분석하였다. 분석결과 대학구조조정정책은 평가적 측면에서 정원감축과 연계되기 때문에, 정성평가는 공정성과 객관성의 확보가 어려우며, 핵심적 정량평가 위주로 평가해야할 필요성이 제시되었다. 그리고, 평가결과에 따른 후속적인 문제로서 정부차원의 일정 인원감축과 정부 재정지원 사업에 대한 참여가 제한되는 등의 정부의 강압적인 정책평가가 나타나 현 정부가 시행중인 지방대학육성정책과 상호충돌의 문제점들이 도출되었다.

영문 초록

Korea is making continuous efforts to overcome the shortage of freshmen in preparation for college gardens as well as the decrease in school population due to rapid changes in population structure. The Ministry of Education seeks an institutional foundation to induce management improvement through high-strength structural reforms to universities that are notably competitive in universities by becoming a driving force for university structural reforms, and to improve the overall education level of universities. In this regard, this study summarized the current status and goals of the University Restructuring Policy of the 2011 University Structural Assessment and University Basic Competency Assessment conducted by the Lee Myung-bak administration and analyzed the current situation using the IAD model. As a result of the analysis, since the university restructuring policy is linked to the reduction of capacity in terms of evaluation, it is difficult to secure fairness and objectivity in the qualitative evaluation, and it is suggested that the evaluation should focus on the core quantitative evaluation. In addition, as a follow-up problem according to the evaluation results, the government s coercive policy evaluations, such as the government-wide reduction of personnel and the limited participation in government financial support projects, appeared, resulting in mutual conflict with the current local government promotion policy. Problems were derived.
