농가의 수입원과 소비패턴이 농외소득 창출에 미치는 영향

국문 초록

농외소득은 고령화와 농업 생산비 등에 따른 농가소득의 감소를 상쇄할 수 있는 농가의 주요 대체 소득원이다. 특히 4차 산업혁명 및 기후변화 등의 이슈와 연계하여 농외소득 창출 가능성이 높아지고 있으나 농외소득 창출을 위한 적극적인 해법이 새롭게 창출되고 있지 않다. 본 연구는 농가 수입원과 소비패턴이 농외소득 창출에 미치는 영향을 실증 분석하였다. 2013년부터 2015년까지 3개년도의 농가경제조사 자료를 이용하여 농외소득 창출 결정요인에 대한 패널고정효과 모형과 농외소득에 대한 탄력성 모형을 추정하였다. 추정결과, 고정효과 모형에서 기타공적보조금과 교육지출의 증가는 농외소득을 감소시키고, 교통지출, 통신지출, 보험지출의 증가는 농외소득을 증가시키는 것으로 나타났다. 탄력성 모형에서 농외소득은 총소비지출 증가에 대해 비교적 탄력적이고, 비소비지출 및 토지면적 증가에 대해서도 어느 정도 반응하는 것으로 나타났다. 본 연구는 농외소득 관련 실증연구에서 농가의 수입원과 소비지출 행태를 세분화하였다는 점과 고정효과 패널자료모형을 이용하였다는 점에서 두 가지 문헌적 공헌을 갖는다.

영문 초록

It is not a stretch to say that off-farm income is an essential income resource to supplement low farm income due to aging and high production costs in agriculture. Although there are numerous possibilities to create off-farm income influenced by the 4th industrial revolution and climate change, a political remedy has not been created. This study empirically analyzes the impact of agricultural income and expenditure patterns on the creation of off-farm income. Using the 2013, 2014 and 2015 farm household economy survey (FHES) in South Korea, the fixed panel model and elasticity model on the off-farm income and its determinants were used. As a result, in the fixed model analysis, extra public subsidy and education expenditure are negatively related to off-farm income, meanwhile, spending for transportation, communication, and insurance are positively related to off-farm income. Off-farm income is less elastic with total expenditure, however, it responds slightly with increasing of land size. This study has two main contributions in the area of empirical work of off-farm income; it segregated the farm income resources and consumer behavior, and it adopted the fixed panel model.
