푸코의 후기‘ 권력’에 관한 연구

국문 초록

본 논문의 목표는 ‘통치성’을 중심으로 국가 차원에서 논의되는 푸코의 권력 개념을 이해하는데 있다. 논자는 본 논문에서 주권이론에 대한 비판을 통해 푸코가 권력 관계를 설명하는 전쟁이론에서 통치성론에로 옮겨가는 과정을 검토할 것이다. 푸코의 많은 텍스트들에 ‘권력’에 대한 논의가 포함되었지만, 권력의 상징적 행사자인 ‘국가’를 대상으로 한 논의는 70년대 후반에 이루어진 콜레주드프랑스에서의 강의록이 번역되기 전까지 크게 주목하지 못했다. 푸코의 권력은 ‘주권, 규율, 통치성’이라는 트라이앵글을 통해 논의될 수 있다. 주권 권력은 법에 의존하고, 규율 권력은 삶의 작은 세부사항들에 초점을 맞추며, 개인의 신체에 작동한다. 반면 통치 권력은 법과 주권을 넘어서는 ‘통치성’에 의해 실현된다. 통치성은 ‘외부로부터의 영토 지키기’라는 안전의 전략을 영토 내부인 사회 안으로 돌린다. 한 쪽의 승리가 다른 쪽의 패배로 이어지는 힘 관계의 대립을 토대로 하는 전쟁이론은 사회 내부의 힘 관계를 중심으로 하는 통치성론으로 전환된다. 내치는 사법장치를 경유하지 않고 왕의 권력에서 직접적으로 작동하는 국가 이성의 실현이다. 국가 이성의 목표는 신이나 자연의 질서가 아니라, 국가 자체며, 내치의 장소는 도시이다. 상품의 제작과 교환, 시장과 노동 인구의 관리, 보건과 도로 정비와 같은 도시를 둘러싼 내치의 문제들은 분명히 국력에 중요한 위치에 있다. 그러나 17세기 초에 등장한 내치 국가는 경제적 문제 특히 곡물 순환의 문제로 인해 변형되었다. 중농주의 정책 아래에서 통치는 개인의 차원에서가 아니라 ‘인구’의 차원에서 작동하게 된다. 18세기 말에 등장한 통치성은 개인의 신체가 아니라 인구를 대상으로, 규율 메커니즘 아니라 안전 메커니즘을 통해 작동하는 경제적 이성이다.

영문 초록

To understand the concept of power at the state level, we need to think about Foucault’s governmentality. While there was a lot of discussion on power in Foucault s texts, the discussion of power at the state level did not receive much attention until the lecture note was published. This study focuses on government power through Focault’s correspondence materials from his lectures at the Collège de France. Power, according to Foucault, can be understood in a triangle of ‘sovereignty, discipline and governmentality’. Sovereignty which relies upon law executes power through punishment. Discipline which is focused on the matter of details runs upon the body. Governmentality which goes beyond law, and sovereignty is related to police, an actualization of raison d État. The goal of raison d État is a nation state itself and the place of police is a city. The problems of police that include production and exchange of goods, control of market and labor, and maintenance of roads and city environment is important at national power. Police state that emerged during the early 17th century mutated into ‘economy’, an economic government with physiocracy. Governance under the physiocracy was actualized in population. The theory of war which is based on struggle is converted into the governmentality which is based on police and security. During the second half of the eighteenth century, a new technology of power also emerged whose object was the population, not the body and which operated on economic reason through security mechanism as opposed to the discipline mechanism.
