국문 초록

1980년대의 문화사는 문화혁명으로 명명될 만큼 격동과 변혁의 연속이었고, 복수적이고 동태적인 변화상을 뚜렷하게 나타낸다. 문화사적 변동의 다양성과 그에 따른 전/후기 국면의 현격한 차이를 관통하는 논리와 체계를 파악하는데 검열은 유용한 시각과 논점을 제공해준다. 1980년대 검열은 해방 후 검열체제의 축적된 특수성과 냉전검열의 진상을 집약적으로 드러내주는 동시에 탈냉전기 한국문화의 전개를 징후적으로 파악하는 데도 유효하다. 1987년 ‘6․29선언’ 이전의 검열은 기존 검열체제의 연속과 언론기본법 제정, 국가 보안법 개정에 의거한 제도적 검열과 행정지도의 차원에서 이루어진 물리적 억압이 상보 적으로 시행됨으로써 문화탄압의 절정을 이룬다. 특이하게도 공포정치시대 속에서 일련의 자율화 조치와 공산권에 대한 문호개방정책이 결합적으로 추진되면서 사회문화적 유화국면이 조성되나 1985년 2․12총선을 계기로 철회되면서 더욱 강경한 문화탄압으로 선회되는 과정을 밟는다. 이념서적에 대한 대대적인 압수와 공연물에 대한 이중검열의 강화로 분규가 표면화되는 한편 국가권력을 비롯한 모든 사회문화적 주체들의 이데올로기전 형태의 사상전․선전전이 격렬하게 분출된다. 미국의 시장개방 압력에 의해 저작권법 개정과 세계저작권협약 가입, 미국영화 직배가 현실화되면서 미국의 문화침략을 반대하는 문화투 쟁이 고조되는 가운데 한국문화는 외국자본과 맞서야 하는 또 다른 과제를 부과 받았다. 6․29선언을 계기로 검열체제가 총체적으로 파국을 맞았고 그것은 1988년 ‘7․7특별선언’을 계기로 냉전-분단시대 문화적 금기들이 일거에 무너지는 것과 맞물려 새로운 검열체제의 수립을 위한 각축전이 전개되기에 이른다. 검열당국은 음성적인 방식으로 문화탄압을 강화하고, 다른 한편으로는 국가보안법 폐지를 위시한 제도적 문화민주화를 위한 총력전이 화해 불가능한 입장의 충돌을 수반한 채 지속된다. 결국 문화민주화의 관건인 문화악법의 개폐가 입법화되지 못함으로써 제도적 문화민주화는 좌절되고 만다. 문화민주화의 의제와 미완, 미해결된 요소들이 폐기, 지속, 변용되는 복잡한 과정이 탈냉전기 검열에서 연속된다. 특히 마광수파동을 통해 외설(성)의 내파를 거치며 외설검열이 새로운 단계로 진입하는데, 그것은 외설에 대한 사회 통념을 반영하는 새로운 외설표준을 만들어가는 지난한 과정이었다.

영문 초록

Korean cultural history in the 1980s, which was a chain of upheaval and transformations, marked the pluralistic and dynamic changes. Studies on censorship provides useful perspectives in order to grasp the divergence of cultural movements and the common logic between its different phases. Especially, censorship in the 1980s shows that distinctiveness of the censorship system in post-colonial and Cold War period, and it is also useful in grasping the development of Korean culture in the post-Cold War era. The censorship until the ‘June 29 Declaration’ in 1987 reached the peak of cultural suppression as it was activated complementarily that governmental censorship and controls based on the new-established Fundamental Act on the Media and the revised National Security Law. It was once created social-cultural appeasement because a series of liberalization policies and open-door policies for the communist bloc was pushed, but these polices was abolished and replaced the more forceful cultural oppression. It were developed that war of thought and propaganda as ideological warfare of all social-cultural bodies including government power, while social conflict surfaced since confiscation of ideological books and duplicated censorship of the performances. It arose that struggles against American cultural invasion in Korea when the US put on pressure Korean government into revising the copyright law, joining the World Copyright Convention, and allowing direct distribution of American movies. When the Cold War cultural taboos were collapsed with the June 29 Declaration in 1987 and the July 7 Declaration in 1988, it started a feeding frenzy for establishing a new censorship system. Authorities strengthened informal control of culture, while others lasted all-out war for democratization of cultural system with nonnegotiable conflicts. As the oppressive laws on culture wasn’t abolished, democratization of cultural system was frustrated in the end. the unfinished agendas of cultural democratization still affected on censorship in post-cold war period Especially, censorship of The complex process of discarding, sustaining and transforming the agenda, unfinished, and unresolved elements of cultural democracy continues in the post-Cold War censorship. In particular, censorship on obscenity entered a new phase since Ma Kwang-soo’s Happy Sara trial, which was the first step of long and tortuous process to create a new standard for censorship on obscenity.
