영문 초록

In order to prevent unplanned development outside urban area and solve the problem of free-rider, the legal amendments for setting the zone to levy the impact fees for infrastructure provision has been made in august, 2008. However, most local governments could not implement the system successfully due to various reasons of infrastructure bearing zone system. One of the reason is lack of infrastructure cost by the impact fee exemption of the specific facilities such as individual factories, regional facilities, etc. In this context, this study had theoretical review of unplanned development and individual factories, and estimation the burden cost of the other facilities or local government according to the impact fee exemption of the individual factories in the infrastructure bearing zone in Kim-hae city. As the result of the study, individual factories are closely related to unplanned development, and burden cost of the other facilities or local government had increased almost up to seven times, according to the impact fee exemption of the individual factories in the infrastructure bearing zone that specified in the industrial area. Eventually, in order to ensuring equity of impact fees and activating infrastructure bearing zone system, removing impact fee exemptions of individual factories and make the principle that impose a levy impact fee on the entire facility in infrastructure bearing zone.
