노인장기요양보험 부정수급사례 유형 분석과 그 보완대책

국문 초록

노인장기요양보험 부정수급에 대한 문제는 등급결정의 공정성과 재정적 안정성에 심각한 영향을 미칠 수 있는 요소이다. 특히나 노인장기요양보험의 부정수급 유형은 다른 보조금 부정수급 유형과는 다르게 복합적으로 나타나며, 그것을 적발하는 방법도 제도적으로 미비한 상황이다. 본 연구에서는 노인장기요양보험의 부정수급 사례에 대한 정보를 인정조사 직원의 면담을 통해 수집하였으며, 해당 사례를 바탕으로 유형을 분석하고 보완대책을 제시해 보았다. 면담의 내용은 인정절차 및 급여이용 시 발생했던 부정수급의 사례였으며, 부패 및 오류 등에 대한 내용을 포함하였다. 분석결과는 다음과 같다. 첫째, 수급자의 경우, 인정절차상 부정수급, 부패에 노출될 수 있으며, 급여이용상 부정수급, 수급자 오류에 노출될 수 있다. 둘째, 행정기관의 경우, 인정절차상 부패 등에 노출될 수 있다. 셋째, 서비스 공급자의 경우, 급여이용상 부정수급에 노출될 수 있다. 효과적인 통제를 위해서는 첫째, 행정기관의 적극적인 관리감독과 위반행위에 대한 합리적이고 확실한 제재가 뒤따라야 한다. 둘째, 수급자 오류를 줄이기 위해 필요한 정보를 지속적으로 제공하여야 한다. 셋째, 무엇보다도 행정기관, 수급자, 서비스 공급자 등 부정수급 척결을 위한 국민적 인식을 전환시켜야 한다.

영문 초록

The problem about the illicit benefit of long-term care insurance at this point of time are severe factors that can have a serious impact on the financial stability and fairness of the long-term care grading. Especially the long-term care insurance showed the combination of illicit benefit types unlike other types of subsidy fraud and the system of long-term care insurance is not insufficient for detecting illicit benefit. This study collected information about the illicit benefit cases of the long-term care insurance through the discussion of the official staff, analyzed based on the type of cases and saw the complementary measures. The contents of the discussion was the illicit benefit when using admitted procedures and service, contained information about the like corruption and errors. First results are, for the recipients, can be exposed to the illicit benefit, corruption on admitted procedures, the illicit benefit, recipient error on using services. Secondly, in the case of the administrative agency, it could be exposed to corruption on admitted procedures. Thirdly, in the case of the service provider, it may be exposed to the illicit benefit on providing service. For effective control, the first is that discovered the crime through a thorough investigation management and supervision and enforcement activities of administrative authorities, and should have a reasonable and absolute sanctions. Secondly, the information should be given to claimants sufficiently for reducing customer error. Third, agencies, claimants, service suppliers and public awareness must be changed for removing the illicit benefit.
