국방과 안보 분야 부패에 관한 고찰

국문 초록

2014년 방위사업비리 합동수사본부가 설치되어 방위사업 전반에 대한 수사가 진행되면서 잇따른 방위사업 비리가 노출되어 방위사업은 큰 위기를 맞고 있다. 국방 안보 분야는 큰 예산, 기밀성, 긴급성 그리고 국민정서와 같은 요인 때문에 부패에 취약한 구조를 갖고 있다. 이 글에서는 일반적인 부패의 원인을 분석해 보고 구체적으로 국방 안보 부패의 특징과 원인을 점검해 보았다. 이 상의 논의를 통해서 얻은 부패 설명 모형을 대표적인 방위사업 비리 사례에 적용해 보았다. 방위사업 부패의 원인은 개인의 탐욕과 같은 일반적인 요인 외에 개인적 가치와 사회적 가치의 충돌, 폐쇄적 조직문화가 같이 작용한 것으로 추론할 수 있다.

영문 초록

Following the Sewol-ho accident, the Joint Investigation Taskforce for Defense Corruption has been established in 2014. The Taskforce has investigated and consecutively announced several corruption cases. Nearly 1 trillion won ($875 billion) is related to various corruptions and irregularities. The Defense Acquisition Program Administration itself and its major job, procurement and acquisition could be in danger due to the corruptions. Defense sector is prone to corruption due to its large budget, secrecy, urgency and concern for the people, etc.. The paper investigates general causes of corruption and looks into situations and characteristics of defense corruption. By making use of various hypothesis of cause of corruptions, investigated some corruption cases which the Taskforce has discovered. In addition to the individual greed which is a general cause of corruption, the paper suggests that both the conflict hypothesis between individual value and social value and the closed organization culture hypothesis can be applied to explain corruptions of EWTS project of the Air force and the Tongyoung ship scandal of the Navy.
