국문 초록

본 논문은 한국과 일본의 지자체 복지옴부즈만의 운영을 검토하면서 유사점과 차이점의 비교분석을 기본적 시점으로 하고 있다. 양국 지자체의 복지옴부즈만의 조직, 제도, 활동사례의 검토 및 구체적인 고충처리의 상황을 비교분석하면서 우리나라보다도 앞서 복지옴부즈만을 운영해 온 일본(동경) 오오타쿠(大田区)의 지자체 복지옴부즈만의 운영상의 제반내용들을 통해서 대구광역시복지옴부즈만과의 유사점과 차이점을 도출한 후 두 지자체의 제도운영의 비교 분석을 근거로 우리나라의 지자체복지옴부즈만제도의 질적 향상을 위한 다음과 같은 시사점을 제시한다. 먼저, 복지옴부즈만과 복지과장을 포함한 복지담당책임자와의 간담회의 정기적 개최, 둘째 옴부즈만의 발의권의 적극적 활용, 셋째 지자체옴부즈만의 활성화를 위한 중앙정부차원의 가교적 역할, 넷째 복지옴부즈만의 잘못된 판단을 최소화하기 위한 자문회의의 질적 정례화, 다섯 번째 복지옴부즈만의 자질향상을 위한 연수제도의 운영이다.

영문 초록

This article compares the operation of the welfare ombudsman system in the local governments between Korea and Japan. In particular, the comparison of its operational characteristics between the Daegu welfare ombudsman and the Otaku welfare ombudsman has been focused. The system’s differences and similarities in the two welfare ombudsman systems in the local governments such as ombudsman’s independence from influences of administration, structure of the system, subject matters and way of dealing, judgement and investigation procedure for the claims, eligibility and professionalism of the ombudsman are explored. Knowing this, we attempt to find out some lessons for the Daegu welfare ombudsman system in the specific activities and in the manner of their operation.
