영문 초록

This paper aims to identify the various problems of rural transportation, and to suggest the new strategies for overcoming the rigidity and inefficiency of current transportation policies in the depopulated rural areas. By their nature, rural areas are dispersed geographically. They face higher unit cost for transportation stemming from their smaller scale, low population density, rugged terrain, and relatively poor roads. Besides, a reduction in total population size and motorization has brought serious transportation problems to the rural areas. These factors increase the burden of rural residents, bus companies, and central government and local authorities. New rural transportation policies should explicitly take into account the needs of rural areas, communities, and their people. Policy issues and actions fall into at least two general dimensions. One is to improve the rural transportation system itself, such as rationalizing the conventional public transportation service, introducing the unconventional mode to depopulated remote villages, encouraging the green mode, etc. The other is to increase the locational accessibility by rearranging the settlement system, to reduce the transportation demand by strengthening the circulatory or delivery service system, one-stop service of public facilities in rural town, and accelerating rural informationizing.
