영문 초록

Housing affordability could be defined as a situation in which a household does not have to spend too much for its housing. Shelter poverty means that the difference between housing expenditures and income does not leave enough money to meet expenditures for other necessities because people generally first pay housing cost among all kinds of expenditures. Since, unlike clothing or other expenditures, housing cost such as mortgage payment, cannot easily be reduced, the amount that ought to be paid for housing has been a financial burden even for medium income households as well as low income households. Likewise, the high housing cost burden should be deeply considered by housing policy makers. Both income and housing price among many factors affecting housing affordability vary according to region. The purposes of the study are 1) produce macro-level indices related to housing affordability, 2) develop macro-level housing affordability index judging whether representative household can purchase representative house from a regional point of view, and 3) enable us to compare regional housing affordability through the developed index. The definition of Korea Housing Affordability Index developed in this study is a ratio at a given time of the 10% trimmed median family income to the income needed to qualify to buy a median-priced existing apartment with representative size. However this paper is much worthwhile in term of giving methodological approach on index development rather than developing reliable and solid index since Korea has not appropriate secondary data required in the study yet. 1996 Household Consumption Survey data and Apartment Sale data of Real Estate Bank, Inc. were used in order to utilize 10% trimmed mean of household income, sex of householder, number of household members, household type, regional variable, and regional Apartment sale price. The result of analysis on Korean housing affordability index shows that Jeonnam province ranks first as 137% and Seoul ranks lastly as 47%.
