영문 초록

Regionalism defined as collective consciousness based on locality is a universal phenomenon existing in every society. However, the ways in which it manifests itself vary according to the historical process as well as political, economic and cultural characteristics of the society. In this sense this study attempts to find out the major characteristic factors of regional conflicts, particularly being payed attention to relationship of two regions(Yongnam-Honam). The major findings are as followings: 1. The bad concept of regionalism in Korea can be traced back from the deep rooted history since the early the Koryo Dynasty. King Wang, Gun, founder of the Koryo Dynasty mentioned avoiding Honam people from certain important positions in the government sector without verifying any evidences because of his suffering from resistance for the national unification. This eventually has lead to be a social rule in Korea preventing Honam people from accessing government power. The military government in the 1960`s which has no legitimacy reinforced this kind of regionalism by way of appointing Yeonnam people to their strong political foundation. 2. The Korea government launched the territorial comprehensive development plans as a regional balanced program since 1971. However, her main balanced development model. growth pole strategy, did inversely work in the practical field. For example, the plan unintentionally brought about more concentration of growth potentials into the development regions rather than its diffusion toward the lagged regions. Since the regional balanced development have involved not only physical component but also social and political elements for its success, the plan prepared by the Research Institute of Human Settlement under auspicious of the Ministry of Constructian and Transportation has also limited to implementation because of limited her manpower, finance and full participations of various fields from the targeted regions. Therefore, new approach is needed to include more broad participation of related institutions including the Ministry of Economic and Finance, the ministry of Administration and Interior, and the Premier`s Office from the initial stage of preparing regional balance development plan. 3. The most significant factors in the new context for regionalism are technology and communication change and globalization. It may reflect changes of weakness in regionalism by way of political weight to achieve their regional massive goals. However, continuos efforts by government, politicians and NGO to change traditional concept of regionalism is also badly needed in short-run.
