영문 초록

This paper tries to make a search for methods of renewal in existent urban areas in which maintain low vitality due to the loss of population followed by the recent development of urban edges. To seek for methods of urban renewal, this paper surveyed and analyzed the case of Japanese town making, i.e., Machizukuri, in the gamut of project background, codes, citizen participation and the process of plan implementation. The research outcomes are summarized as follows. First, citizen participation does not occur spontaneously. It needs residents active responses to surrounding environment and matured citizenship. It also needs administrative supports, experts in various fields, and financial supports. Second, it is not desirable to make top-down plan to apply district plan into existing cities. Rather, it is desirable to make bottom-up planning, as a way of getting residents` consensus to plan. The district plan, a form of legal plan, would be accomplished when it is practiced as initially started as administrative plan form. Third, the extension of roads can be done within the basis of existing legal system such as architectural code. The enormous fund needs for the acquisition of Machizukuri sites, and the project success depends on the matter of getting this fund. It has limitation that no one can tell when the project might be finished, especially when the goal of this project is not clear. This paper suggests basic orientation for urban renewal in the populated urban areas based upon summarized contents of Machizukuri.
