영문 초록

We study the trend, characteristics, and planning issues in revitalizing urban centers in Japan. To this end, we have selected 360 project areas of 355 local governments. The research shows the followings: First, not until ten years ago, Japan was not serious about revitalization of urban centers. However, since the enactment of the Revitalization of Urban Centers Act, the revitalization issues have taken the high priority in the national agenda of the cities. The Act respects the peculiarities of individual cities. Second, after two and a half years of the enactment, about ten percent of the local governments have adopted the revitalization plan of urban centers. Each year, thirty new local governments are joining the planning activities. The obvious reason is the decay and population decline of inner cities. In addition, the general mood in favor of sustainable developments and compact city is giving more impetus to the movement. Third, most of the plan contains the plan for the promotion of commercial activities and the improvements of existing built-up areas. Fourth, there are four different types of revitalization plans. In substance, however, they do not differ much from each other: the plan`s major planning tool is the physical improvements of existing built-up areas such as provision and improvements of infrastructures, urban renewals and, sometimes, inducement of magnet stores. Although more of the local governments in Japan are participating in the planning activities. the planning tools rather fall short of reflecting the opportunities and uniqueness facing each city.
