영문 초록

Traditionally, an underdeveloped region can be developed only if it has comparative advantage. Before 1960s, communities in Oita Prefecture in Japan were considered to be very depressed. The rural communities did not have enough natural resources and social overhead capitals that allow industrial growth. Oita people, however, have demonstrated that the conditions can be overcome. This paper examines a Japanese rural revitalization program in Oita Prefecture. It introduces the process of development activities in three communities in Oita and induces maior factors that contributed to their success. It concludes that aggressive leadership, cooperated efforts, and creative ideas enabled Oita`s success. The paper suggests that such success is possible for not only Oita but also many other depressed communities, without so-called `comparative advantage`.
