영문 초록

Since the mid 1970`s, with technological change taken as the catalyst of economic growth, many industrialized countries have emphasized the importance of fostering high technology industries. Based an a concensus that industrial policies need to be focused on the high-tech industries and firms, the development of high-tech industrial parks has become a prominent element in regional development strategies. Furthermore in recent years, with the newly emerging global economic changes in response to the so called globalization and localization, high-tech based industrial parks have come into spotlight as a local economic growth strategies to cope with the international economic change and competition. And now, they are clearly becoming a widespread phenomenon in local level as will as national and regional level, and local areas become more aggressive by attracting high-tech industries. However, in spite of the continuous endeavors attracting high-tech industries in many local governments, there are few guidelines to direct how to establish a high-tech industrial park, mobilize local resources, supply related facilities and linkage between industrial sectors and supporting systems. Those are the reasons why this paper suggest some guidelines for the establishment of high-tech industrial parks in local dimension. In response to the necessity for local industrial transformation into high-tech industrial systems, Chungbuk province has pursued a plan for Chungju high-tech sciece park by the name of Chungju technopole. But some guidelines for the technopole has not been prepared. Therefore, this paper is primarily about catching hold of the meaning of high-tech industries and patterns of science parks, and proceeds with explaining the local multiplier and linkage effects of high-tech industrial parks, and aims at suggesting the general guidelines to set up successfully Chungju green technopole in local level. To realize high-tech industrial polices successfully in the Chungju green technopole planning the follwing guidelines should be carefully considered. First, it is necessary to select a proper industrial park from suitable to local economic conditions and industrial structure of Chungju region typologies. Second, high-tcch industrial strategies should be oriented toward restructuring of regional economic, social and physical structures to facilitate establishing high-tech industrial park. Third, development of endogenous sophisticated local technologies is said to be a necessity for competing in highly global market. For the purposes, endogenous regional development policies must be pursued. Fourth, it is important to prepare institutional and organizational infrastructure of science and technology policy. This component involves establishing various innovational organizations for supporting the high-tech activities, research and development institutes, creation incentives for private institutions, communication networks. Fifth, it is expected to strengthen the local economic base through forstering small and medium enterprises with high technology in Chungju region. Sixth, Chungju region was designated as `development promotion area` (20㎢) in 1995. Therefore, the region should be furnished with public and private capitals, technological support and planning agencies. Seventh, considering good tourism resources in Chungju region, it is advisable to develop the technopole linking with tourism SOC.
