Evolution of the Political System in South Korea

국문 초록

본 논문에서 1987년부터 2015년 까지 한국 정치제도 발전의 주요 과정을 연구한다. 특별히 이 명박 전 대통령과 박 근혜 현대통령 정부가 국내 국외 도발을 극복하기 위한 정책을 해석한다. 지난 20년동안 한국정책역사 발전결로 미국이나 영국이나 불란서나 독일비섯한 2당 제도가 나타났다. 그러나 다른나라들 2당 제도와 달리 각 한국 정권당들을 보면 지역 및 인종적 기반이있다. 호남아란 서남지역은 민주당 (민주통합당 - 현 새정치민주연합)의 기반이다. 민주당은 본 지역에서 90% 유권자의 지지를 받는다(통일민주당 문제인 후보는 광주에서 91,9% 지지를 받았다) 본 지역에서는 민주당이 어떤 명칭으로 이름을 바꾸어도 그런정도 지지를 받는다. 이런 상태가 50년 이상이기 때문에 앞으로 10-15년 동안에 변화되기가 미지수라고 본다. 반대편 - 영남 - 동남지역은 새누리당의 기반지역이라고 볼 수 있다. 그러나 지난 10년동안에 본 지역의 유권자들의 정치 의견과 지지가 변화되고 있다. 2000년 초기에 경산남도 지사는 야당을 대표하는 인사였다. 그리고 2012년 총선과 대선 때 영남 중섬인 부산, 산업도시 울산과 경남에서 민주당은 거의 40% 유권자의 지지를 받았다. 2007년 대선과 2008년 총선과 2012년 총선 및 대선을 비교하면 우파당들은 2007년과 2008년에 68% 유권자의 지지를 받았지만 2012년에는 45,5%를 받앗고 민주당과 좌파당들은 47,23% 지지를 받았다.

영문 초록

The report analyzes the major processes of evolution of the political system in the Republic of Korea since 1987 to 2015. Special attention is given to contemporary problems of Lee Myung-bak and Park Geun-hye’s administrations and their attempts to overcome challenges of domestic and foreign policy. Over the recent two decades of South Korea’s political history, a two-party system has been entrenched in the republic on the pattern of the U.S. or the United King dom, France, and Germany. True, unlike the two-party seesaw in other countries, each of South Korea’s two major parties has a fenced-off territorial and ethnographic home ground. The country’s southwestern corner known as Honam, is the home turf of the Democratic United Party (now Democratic Coalition for New Policy). Support for the DUP averages 90% of the voters in this DUP bailiwick (candidate Moon scooped up 91.9% of the vote in Kwangju), no matter what policy the DUP conducts or what name it goes by. This pattern has held for over 50 years, and there is no hint of the con stituents in this region reversing their preferences in the next ten to fifteen years. On the opposite shore, the southeastern corner of the peninsula, Engnam is home base for Saenuri, even though its electorate there has been thinning out in recent years. As an example, the Southern Kyongsan Province has had an opposition governor until recently, and the DUP gained 40% of the votes in the parliamentary and presidential elections in Pusan, the country’s biggest seaport, in Ulsan, a center of the auto industry, shipbuilding, and heavy road-building machinery manufacturing, and in the Southern Kyongsan Province, all strongholds of Hannara and Saenuri since olden times. In the 2007 presidential election and the 2008 parliamentary election, 68% of the votes were gathered by the rightist parties, while in the 2012 parliamentary election these parties scraped up 45.5% of the votes, of which 42.06% were pickcd up by Saenuri and 47.23% collected by liberal and leftists parties, 33.99% of the liberal/leftist total going to the Democratic United Party.
