도심문화재 주변 노점의 개선방안에 관한 연구 - 동묘벼룩시장을 중심으로 -

국문 초록

본 연구는 도심문화재 주변 노점의 개선방안을 제시하는 것이 목적이며, 도심문화재 주변에 노점이 형성되어 있는 유일한 곳인 서울동관왕묘와 그 주변 노점(동묘벼룩시장)을 연구 대상지로 선정하였다. 연구방법은 문헌조사와 현장조사, 설문조사를 병행하였으며 동묘 주변 벼룩시장의 개선방안을 도출하기 위한 연구 내용으로는 첫째, 국내 노점특성화와 정책적 우수 사례에 관해 조사하였다. 둘째, 서울시의 노점정책 조사를 위해 자치법규를 분석하였다. 셋째, 동묘 및 벼룩시장의 현황을 분석하여 동묘주변 노점의 현실적인 향후 배치계획을 제시하였다. 넷째, 동묘보호와 벼룩시장의 이용 및 존치에 관한 의식을 알아보기 위해 벼룩시장 방문객을 대상으로 설문조사를 실시하였다. 본 연구의 결과는 다음과 같다. 첫째, 지방조례 제정에 의한 엄격한 문화재 관리와 효율적인 노점관리 지침이 필요하다. 둘째, 점진적으로 노점실명제를 실시하여 무분별한 불법 노점의 증가를 억제하고 자율질서를 확립한다. 셋째, 동묘의 특징을 고려한 형태와 색상으로 이동식판매대의 제작이 필요하다. 넷째, 노점의 위치 제한 및 재배치를 통해 문화재보호구역임을 각인시켜 동묘의 가시성과 인지성을 높일 필요가 있다. 다섯째, 먹거리노점은 지양하고 볼거리가 많은 풍물위주의 노점을 발전시켜 문화재 보호와 더불어 지역에 긍정적 역할을 하도록 유도한다.

영문 초록

The purpose of this research is that suggest street stall improvement plan around downtown cultural assets. Seoul Donggwanwangmyo the only place in which was built the street stall around the cultural assets in downtown and Dongmyo flea market, the street stall, is selected as a target area. Research method is the literature search and field study in parallel with questionnaire survey. The contents of research for improvement plan of the flea market around Dongmyo, first, I was investigated best practices of policy and characterization of Domestic street stall. Second, Analyzed the local autonomy law for the survey on street stall policy of Seoul. Third, After analyzing the current state of Dongmyo and flea market, Suggested the plot planning of future about street stall around the Dongmyo. Fourth, Conducted a questionnaire survey of visitors of the market to examine the awareness about Dongmyo protection and flea market use and retention. Here is the result of this study. First, strict cultural asset management by enactment and effective street stall management are needed. Second, gradual real-name street stall system is necessary to control an increasing of the indiscreet illegal street stall and an establishment of self-regulated order. Third, mobile stand made shape and color distinctive of Dongmyo’s characteristic is needed. Forth, improving visibility and recognition of Dongmyo is needed, so it has to be imprinted as cultural assets protection zone through restriction on location and relocation on people’s mind. Finally, Dongmyo is protected as cultural asset, moreover induced to be a positive role by sublation of food street stall and improving of spectacle institutions and customs.
