국문 초록

서울 교육복지특별지원 유아지원사업은 취약계층 유아들에게 교육․문화․복지가 통합된 양질의 취학 전 프로그램을 제공함으로써 출발점 단계 교육 기회의 형평성을 보장하기 위한 사업이다. 본 사업의 추진체계는 서울시 교육청-지역 교육지원청-거점유치원/지정유치원/사업유치원으로 이어진다. 전담인력인 유아교육복지전문가가 지역교육지원청 당 1명씩 배치되어 거점유치원을 중심으로 12개 정도의 사업 유치원의 사업을 지원하고 관리하는 형태이다. 본 연구는 서울 교육복지특별지원 유아지원사업의 추진체계(서비스 전달체계)를 포커스그룹 방법을 통해 분석하고 가능한 대안을 탐색하였다. 그 결과는 다음과 같다. 첫째, 집중 지원 유아 선정 및 관리 측면에서 유치원 인력의 도움으로 효율적으로 개인성장 지원을할 수 있고 사각지대 교육취약계층 유아들의 발굴이 가능하다는 강점과 큰 비중을 차지하고 있는 비사업 유치원에 있는 저소득유아가 방치된다는 약점이 나타났다. 둘째, 교육 복지 서비스 질 측면에서 유치원 현실에 맞게 서비스 공급자와 수요자, 조정자의 소통이 원활하게 이루어질 수 있는 강점과 서비스 전달체계 상의 관련 인력의 자세와 역량에 따라 편차가 심하고 사립유치원 교사의 업무에 부담이 되고 행정적 처리의 어려움이라는 약점이 나타났다. 셋째, 유아교육복지전문가 전문성 측면에서 유아교육복지전문가의 복무 안정성과 체계성의 강화라는 강점과 행정 절차가 늘어났고 거점 유치원 기관장의 마인드에 따라 사업의 양상과 질에 편차가 나타나고 유아교육복지전문가가 팀웤으로 일할 수 없는 구조라는 약점이 나타났다. 넷째, 가능한 대안모색이 두 가지로 나타났다. 첫 번째는 기존의 사업 유치원 토대를 해체 하고 법정 저소득이 있는 모든 유치원의 개별 유아 중심으로 그 접근법을 완전히 바꾸는 것이다. 두 번째는 기존의 유치원 기반 체계를 유지하면서 법정 저소득이 아니더라도 통합적 지원이 필요한 사각지대에 있는 유아들로 사업 대상 유아들을 체계적 공식적으로 확대하는 것이다.

영문 초록

The Early Childhood Education Welfare Priority Service of Seoul aims to provide disadvantaged Preschoolers with quality preschool programs integrating education, culture and welfare in order to ensure equity in educational opportunities at the starting point. The Seoul Metropolitan Office of Education is primarily responsible for the plan, and service is offered for three different groups of selected kindergartens via local offices of education by professionals who are experts in early childhood educational welfare. Each local office of education is equipped with an expert in early childhood education welfare, who supports and manages approximately 12 kindergartens involving a kindergarten that receives the best service. The purpose of this study was to examine the service delivery system for the early childhood section of the Seoul Education Welfare Priority Service through a focus group and to explore workable alternatives. The findings of the study were as follows: First, there are merits and demerits in the way of selecting and managing preschoolers who are to receive intensive support. Second, there are pros and cons in the quality of educational welfare service provided. Third, there are strengths and weaknesses in terms of the professionalism of the experts in early childhood education welfare. Fourth, there are two possible alternatives. One is a change in the way of selecting beneficiaries. Individual preschoolers from the low- income classes should be selected from every kindergarten as beneficiaries of the service instead of sticking to the current way of selecting kindergartens whose preschoolers are to be aided. The second is to maintain the current way of selecting kindergartens yet extend the coverage of the plan by additionally offering service for preschoolers who are not from the low-income classes but in need of integrated assistance.
