장애유아 의무교육 활성화 방안 모색을 위한 교사와 부모의 인식 및 지원 요구

국문 초록

본 연구는 장애 유아 의무교육의 양적ㆍ질적 활성화 방안 마련을 위한 기초 자료 제공을 목적으로 실시되었다. 이를 위해 현재 유아교육 및 보육기관에 다니고 있거나 의무교육 시행 후 이들 기관에서 교육받은 경험이 있는 아동의 부모와 장애 유아 의무교육 기관 및 의무교육 간주기관에 재직 중인 특수교사를 대상으로 전국 규모의 설문조사를 실시하였다. 연구 결과, 부모와 교사는 모두 자격 있는 특수교사 배치를 장애 유아 의 무교육에 포함되어야 할 가장 중요한 요소로 인식하였고, 특수교사가 배치된 일반유치원을 가장 적절한 의무교육 형태로 생각하였다. 또한 부모와 교사는 모두 의무교육의 양적 확장을 위한 지원으로 진단 및 교육기관 간 연계와 일반 유아교육기관의 자격 있는 특수교사 배치를, 질적 제고를 위한 지원으로는 자격 있는 특수교사의 법정 정원 확보를 가장 중요한 지원 요소로 인식하였다. 부모의 경우 장애진단 시 진단기관과 교육기관의 연계 지원을 가장 필요로 하였고, 교사의 경우 장애 유아 교육에 대한 방법론적 지원에 대한 요구가 가장 높았다. 이러한 연구 결과에 근거해서, 수혜율 확충을 통한 의무교육의 양적 활성화 방안과 질 관리를 통한 의무교육의 질적 활성화 방안이 논의되었다.

영문 초록

This study was conducted to obtain fundamental data for exploring activation plans to enhance the quantity and quality of compulsory education of young children with disabilities. For this purpose, nationwide surveys were conducted with parents of young children with disabilities previously or currently enrolled in preschools after the enforcement of compulsory education and with early childhood special education teachers working at the preschools. The results indicated that both parents and teachers considered the presence of certified special education teachers to be the most important factor in the compulsory education of young children with disabilities. Additionally, they considered general preschools that certified special education teachers were present in to be the most suitable type of facilities for the compulsory education of young children with disabilities. They also regarded the link between assessment and educational facilities and the presence of certified special education teachers at general preschools as the most important factor in expanding the compulsory education in quantity. Moreover, they regarded increasing the number of certified special education teachers based on the law as the most important factor in enhancing the quality of compulsory education of young children with disabilities. On the other hand, parents indicated that the linking diagnosis agencies and educational facilities during the process of diagnosis was the most needed, and teachers indicated providing methodological support for intervening young children with disabilities was the most needed. Based on the results, discussions about quantitative action plans through the beneficiary ratio of compulsory education and about qualitative action plans through qualitative management were presented.
